Issuing and Conducting Procurement Unit: Granite School District Granite School District intends to award a contract without engaging in a standard competitive procurement process to Four Seasons Tours, Inc. dba Contest of Champions for the 2027 Contest of Champions travel package for the Olympus High School Drill Team.
The proposed procurement is for participation in the 2027 Contest of Champions event in the Orlando, Florida area and the event-specific travel package associated with that event.
The proposed package includes, among other event-specific services: Contest of Champions competition participation; Competition awards presentation; Lodging at Universal's Cabana Bay Beach Resort; Universal Orlando theme park admission associated with the Contest of Champions event; Meal allowances included in the package; Round-trip airport transportation between Orlando International Airport and the hotel; Transportation provided by Universal Orlando Resort between the hotel, parks, performance venues, and awards activities; Competition adjudication and recap materials; Tour escort and emergency assistance services; Hotel security; Liability insurance coverage; and Applicable attraction ticket and hotel taxes.
The anticipated travel dates are February 24, 2027 through March 1, 2027.
In accordance with Utah Code Part 63G-6a Part 8 and Utah Administrative Code R33-108, this is a notice of intent to award without engaging in a standard procurement process. It is not a request for quotes, bids or proposals. DO NOT submit questions, bids, no-bids or other information in this system.
NO ACTION IS REQUIRED IF YOU AGREE WITH THIS NOTICE.
If there are any other qualified vendors that meet the specifications of this notice, any such vendor must submit the following information via email only to Danielle Kitchen, dfkitchen@graniteschools.org prior to the event close date.
The name of the contesting vendor and contact person; and a detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item.
In addition, a vendor must include: Documentation that the vendor can provide a comparable or better procurement item that meets or exceeds the specifications; documentation that the vendor can also provide the same proprietary procurement item or an equivalent procurement item; and if transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with the vendor's anticipated transitional costs.
NOTICE OF INTENT TO AWARD WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS
The Utah Procurement Code provides that a purchase may be made without engaging in a standard procurement process if it can be determined in writing that: there is only one source for the procurement item;
transitional costs are a significant consideration in selecting a procurement item; or
the award of a contract is under circumstances, described in rules adopted by the applicable rule making authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
Granite School District Purchasing Department has received a request to make the following award without engaging in a standard procurement process:
Requesting School/Department: Olympus High School
Product and/or service to be purchased: Contest of Champions 2027
Earliest date purchase may occur: October 13, 2026
Proposed Supplier: Four Seasons Tours, Inc. dba Contest of Champions
Justification: There is only one source for the procurement item.
Granite School District has determined that the proposed procurement may be awarded without engaging in a standard procurement process pursuant to Utah Code §63G-6a-802 because the specific procurement item is reasonably available from only one source.
The District is seeking participation in the specific Contest of Champions 2027 event, together with the event-specific package and services associated with that competition. The proposed contractor, Four Seasons Tours, Inc. dba Contest of Champions, is the event provider identified in the proposal submitted to Olympus High School.
The proposal expressly states that performers, directors/coaches, official group chaperones, parents, and spectators who wish to attend the Contest of Champions event must purchase the applicable travel package through Contest of Champions. The proposal further states that the Universal Orlando theme park admission included in the package provides admission to the competition and awards activities.
Accordingly, the District is not asserting that the proposed contractor is the only source for individual travel components such as airline transportation, hotel rooms, theme-park admission, or meals when those items are considered independently. Rather, the sole-source determination is based upon the specific procurement need: participation in the Contest of Champions event and acquisition of the event-specific package and services required or provided in connection with that participation.
The District has determined that obtaining competing proposals for substitute travel arrangements would not satisfy the identified procurement need because a competing travel provider could not provide participation in, or access to, the Contest of Champions event itself.
Length of notice: Granite School District intends to purchase these package for the events held February 24, 2027 through March 1, 2027. The Contest of Champions competition and associated activities are scheduled to occur during this period.
Anticipated expenditure: The estimated value of the proposed procurement is $67,016.00.
