Full Description

Notice of Intent to Exercise the Option under FAR Clause 52.217-8, Option to Extend Services. The Naval Research Laboratory (NRL), Washington, DC, plans to issue a contract modification to extend the period of performance and increase the total value of task order N00173-17-F-2087 (Base N00173-14-D-2021), for a period of 6 months and amount of $785,934.90 by exercising FAR 52.217-8. This modification is being issued pursuant to 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii), because the efforts are deemed to be available only from Space Ground Systems Solutions (SGSS) as it is the only known contractor with the capability to perform without delay or interruption while the follow-on competition occurs. Award to any other source would likely result in substantial duplication of cost to the Government and unacceptable delays. This modification will be awarded on or before 28 February 2018 to SGSS. The ongoing efforts of Task Order N00173-17-F-2087, for programs within the Electronic Warfare Support Measures (ESM) - Tactical Electronic Warfare Division of NRL, include the development of software and firmware for the New Platform Electronic Intelligence (ELINT) Program currently under development at the NRL and the modification and upgrade of software and firmware for the existing Helix, Sea Scribe Recorder, Real Time Raster (RTR-D), and Ultra Wide Bandwidth (UWB) systems. The efforts also include the development of software to process and record real time data being digitized and collected.
