This contract notice announces an intent to increase the maximum order ceiling capacity of an existing Multiple Award Task Order Contract (MATOC) for construction projects managed by MICC-Fort Drum. The ceiling is being raised from $150 million to $213 million, reflecting a $63 million increase to address the higher-than-anticipated demand for Sustainment, Repair, and Modernization (SRM) projects, including barracks renovations and water main work that were not included in the original scope when the MATOC was awarded in June 2023. The existing contract period runs through June 2028, but pending and projected work for fiscal year 2026 already exceeds the current ceiling, accelerating the need for increased funds. This adjustment ensures the continuation of contractor support under the current MATOC while a follow-on competition is conducted. The contracts affected have transitioned to new contract numbers as they migrated from the PD2 system to ACWS. Interested parties are instructed to respond by the specified deadline via email rather than phone, including the Notice ID number in their submissions. The solicitation is associated with NAICS code 236220 and pertains to construction services, with the Department of Defense and MICC-Fort Drum as the awarding agency.

Full Description

This serves as notice of intent to increase the maximum order ceiling capacity of the existing MATOC, in accordance with FAR 6.301-1(b) One Response source for Justification and Approval (J/A). Effected contracts are W911S2-23-D- 8500/8501/8502/8503/8505/8506/8507. These contracts have migrated from PD2 to ACWS under the following contract numbers; W911S2-25-D-A024/A025/A026/A027/A029/A030/A031. This will increase the order ceiling from $150 million(M) to $213M, an increase of $63M. The current construction SRM MATOC IDIQ was awarded on 7 June 2023 with an ordering period of 5 years through 6 June 2028, and a $150M ceiling capacity. Known pending actions will exceed the ceiling capacity and projected FY26 actions will further exceed the capacity another $60.6M. The requested increase to the ceiling capacity is a result of unforeseen increases in funding for Sustainment, Repair, and Modernization (SRM) projects, including barracks renovations, and numerous water main projects not originally planned for at the time of the MATOC IDIQ award. The unplanned increase in the SRM Annual Work Plan (AWP) requirements for Fiscal Years (FY) 2023, 2024, and 2025 accelerated the depletion of the available ceiling capacity and significantly increased the usage rate of the MATOC. The requested increase in ceiling capacity maintains the status quo of MATOC contractor support while MICC-Fort Drum conducts a follow-on MATOC competition. Responses to this special notice must include the Notice ID number. The Agency will not accept phone calls, all inquires must be sent via email to daniel.e.rowley.civ@army.mil prior to the response due date.
