Solicitation # HM047623BAA0001
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation number HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to identify innovative research and development concepts. The program focuses on three primary technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. Rather than a single statement of work, the BAA operates through the periodic publication of specific Topic Calls. While several topics are closed or canceled, Topic 7, focusing on Lidar Analysis for Surface and Environmental Reconnaissance (LASER), is currently open but on hold pending government requirement reviews. The BAA supports a wide range of award instruments, including procurement contracts, grants, cooperative agreements, and Other Transactions (OTs) for prototypes and follow-on production, covering Technology Readiness Levels 1 through 7. Proposals are evaluated based on technical innovation, mission alignment, and the realism of the technical approach, with awards granted to the most advantageous offerors provided costs are fair and reasonable. Strict adherence to the provided proposal templates and submission guidelines is mandatory, as non-conforming proposals may be removed from consideration. Security and compliance are central to this contract, with rigorous requirements for personnel clearances, facility security, and the protection of research and technology. Depending on the work level, contractors may be required to maintain Top Secret/SCI clearances and operate within accredited SCIFs. The program also mandates compliance with the CHIPS and Science Act of 2022 and National Security Presidential Memorandum 33 regarding research security and foreign influence. Administrative requirements include electronic invoicing via the Invoice Processing Platform and adherence to specific data delivery schedules for technical reports and software deliverables.
