Full Description

This is a Notice of Intent to Increase the Ceiling of Contract N66001-16-C-4003 to Raytheon BBN, awarded by SSC Pacific on behalf of the Defense Advanced Research Projects Agency Strategic Technology Office (DARPA STO) on 18 February 2016 for a performance period of 12 months, with one, 18-month option. The effort under the contract is in support of the DARPA STO Program, Positioning System for Deep Ocean Navigation (POSYDON) and involves innovative research in the areas of acoustic ranging signal processing, waveform design, and ocean modeling. The program also includes at sea data collections to validate the measurement models and assess signal availability under diverse undersea environmental conditions and to demonstrate a real-time acoustic ranging capability. Under this additional effort, the contractor will expand the existing highly specialized prototype hardware and software architecture, so that the existing prototype system can be transitioned to a Navy user at project completion. The NAICS code for this procurement is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA STO could not have reasonably estimated the results and/or need for additional research under this program. This action includes a ceiling increase of approximately $995,000 and would add 6 months to the length of contract performance. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contract Specialist, Mrs. Veronica Velarde, Code 22720, Space and Naval Warfare Systems Center, Pacific who may be reached by telephone at +1 (555) 000-0000 or via email to contact@example.gov. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
