NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with current active efforts focusing on Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific project aims to automate and refine AI/ML classification algorithms for the autonomous detection of man-made surface and subsurface objects using ICESat-2 and GEDI space lidar data, progressing the technology from TRL 4 to TRL 5 or 6. The LASER project has a Phase 2 budget of 854,000 dollars for a 15-month period of performance estimated to begin on February 15, 2027. Key performance metrics include a probability of detection greater than 75 percent, a probability of error less than 25 percent, and positional accuracy within 1 meter for underwater targets and centimeter scale for above-ground targets. Deliverables include a kick-off brief, AI/ML methodology reports, a comprehensive final report, and a final software demonstration. The government may issue the award as either a procurement contract or an Other Transaction Agreement. Administrative requirements mandate that proposals follow a strict four-volume template, including technical, cost, and security volumes. Security is a critical component, with requirements ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the work performed. Contractors must comply with DFARS 252.204-7012 for cybersecurity and utilize the Invoice Processing Platform for electronic payments. Evaluation is based on a multi-step process consisting of a conformance review and a scientific/technical review, with awards granted to the most advantageous proposals.

This modification references the ARL BAA which can be found at Grants.gov or FBO.gov document: W911NF-17-S-0003. The Army Research Laboratory (ARL) Broad Agency Announcement (BAA) for Basic and Applied Scientific Research was recently amended to include a new topic in innovative research solutions in the areas described in section II.A.9 of the ARL BAA. The Army Research Laboratory (ARL) and the Army Applications Lab (AAL) Translational Research Innovative Application Discovery (TRIAD) initiative is planning to consider proposed research and development solutions in support of new technologies and translational research-based approaches that support the identification, alignment, and exploitation of applied research and technology with the Army Future Force Modernization Enterprise. Solutions sought in conjunction with this effort consist of innovation-enabling technologies and approaches that will improve the Army's ability to rapidly and cost-effectively capitalize on global advances in certain specific technology areas. Based on these technology areas of interest, the objectives for the TRIAD initiative include the research, development, and demonstration of novel solutions that accelerate the Army innovation cycle through the rapid and scalable (1) discovery of "warrior-inspired" capability uses and needs with strategic impact, (2) identification of research and technology relevant to the Army, (3) development of technology concept demonstrators through advanced digital design, modeling and simulation, and prototyping, (4) validation of technology concepts in real and synthetic contexts, (5) and integration of validated solutions with Army business systems and products. To support acceleration of the Army innovation cycle, innovative research solutions are sought in the areas described in section II.A.9 of the ARL BAA. Applicants need not address all of the technology areas included there but must address how they would enable the Army to develop or exploit novel methodologies (per II.A.9.o) to develop and assess the value of new technologies and particularly multi-disciplinary solutions. It is anticipated that one or more awards will be made in FY19 for topics under Section II.A.9. Awards may take the form of contracts, grants, cooperative agreements, technology investment agreements or other transactions for prototype projects. Awards made in FY19 are expected to have a two year period of performance with potential for up to three additional years. To be considered for a FY19 award, applicants must comply with the submission instructions included in this notice. Questions regarding this announcement must be sent to the following email address: AAL-BAA-questions@mail.mil
