Notice of Intent to Lease Marine Sciences Laboratory Space in Sandy Hook, New Jersey (in preparation of the) Justification for Other than Full and Open Competition

The National Oceanic and Atmospheric Administration (NOAA) currently occupies approximately 40,000 ANSI/BOMA [usable square feet (USF)] with an additional 20% to 30% for core spaces to house a marine sciences laboratory and associated support and administrative space in the Gateway National Recreation Area at 74 Magruder Avenue, Sandy Hook, NJ 07732. NOAA plans to negotiate a succeeding lease at this location; the lease requirements for amount and type of laboratory, support, and administrative space(s) are the same as those in the current lease including a seawater intake system and aquarium facilities. NOAA will consider alternative space only if scientifically and economically advantageous. Alternative buildings or facilities offered shall have: As part of their financial evaluation and analysis the Government's estimated move and replication costs not limited to; physical moving costs and labor hours, site preparation and other improvements to meet NOAA's programmatic requirements and other related costs. All offered space must comply with the requirements of the Architectural Barriers Act Accessibility Standard. Further, NOAA will be performing a revised Environmental Assessment of the existing facilities. Any alternative facilities must consider the effects of this action in accordance with the National Environmental Policy Act and the policy and protocol of the Council of Environmental Quality. The delineated area for this requirement is adjacent to the shoreline within Monmouth County, New Jersey bounded by: North: The mouth of Matawan Creek along the shoreline of Sandy Hook Bay including Sandy Hook National Park East: Along the New Jersey shoreline from Sandy Hook National Park to the mouth of the Manasquan River South: The north shoreline of the Manasquan River West: Proximate to the New Jersey shoreline from Matawan Creek to the north shoreline of the Manasquan River. The lease term will be 20 years, with possible termination rights after the fifteenth year. Expressions of interest must be submitted in writing and should include: building name, address and age; total square footage available (ANSI/BOMA) and rentable, and its location adjacent to the New Jersey shoreline in Monmouth County, New Jersey; date of space availability to commence tenant improvements; rental rate per ANSI/BOMA office rentable square foot (indicate core factor) (specify services and utilities included); CAD "as built" floor plans identifying the space offered; parking ratios; loading dock specifications; proximity to public transportation; and information on building ownership. (Note: The Government is limited as cited in 41 C.F.R. - 102-73.55 to pay no more than prevailing market rates for comparable facilities. Usable square feet do not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code).
