Solicitation # 36C10F26Q0080
The Department of Veterans Affairs, through the Office of Construction and Facilities Management, has issued a Request for Proposals for a historic reuse opportunity at the Robley Rex VA Medical Center in Louisville, Kentucky. This solicitation seeks a qualified developer to undertake the adaptive reuse and long-term outlease of a development parcel consisting of 11 historic and 4 non-historic buildings. A critical requirement for responsiveness is the inclusion of Building 1, the 475,123 gross square foot main hospital building, in the proposed development. The award will be made based on a best value selection following an integrated assessment of several key evaluation factors. These include the project concept (22.5%), evidence of capability to perform historic rehabilitation (22% to 22.5%), financing strategy (22.5%), financial capacity to self-fund predevelopment and provide guarantees (22.5%), and the offer of consideration to the VA (10%). All predevelopment costs are at the sole risk of the respondent. Compliance with the National Historic Preservation Act and the U.S. Secretary of the Interior's Standards for the treatment of historic properties is mandatory, as is achieving specific sustainability certifications such as LEED Silver or Two Green Globes.
