Women Infants & Children (WIC) Compliance Buy Investigations
Solicitation # DHSS 0000000057SL
The Missouri Department of Health and Senior Services is seeking a vendor under a Blanket Purchase Agreement to conduct Women Infants and Children (WIC) compliance buy investigations. The primary objective is to identify and investigate abuse, fraud, and corruption by authorized retail stores through undercover compliance buys and the production of detailed written reports. To meet WIC regulations, investigations must cover at least five percent of authorized vendors annually, as well as all vendors designated as high risk. The contract includes specific line items for compliance buy investigations and hourly rates for testimony and hearings, with pricing structured as firm and fixed. The award will be granted to the lowest and best vendor based on a compliance review and a technical evaluation of the vendor's experience, methodology, and approach. Key requirements for the technical bid include plans for managing investigations, food preservation methods for charitable transfers, and recordkeeping for WIC cards. Vendors must comply with various state and federal regulations, including E-Verify participation, the Drug-Free Workplace Act, and the Americans with Disabilities Act. Additionally, the state maintains strict cybersecurity and AI usage protocols, reserving the right to cancel the contract if AI integration poses unacceptable risks to state data. Invoices are to be submitted monthly via Electronic Funds Transfer, with detailed itemization of retailers investigated and hours spent on testimony.

DCSA intends to modify contract number HS0021-18-C-0003 with Celerity Government Solutions, LLC 8405 Greensboro Drive, STE 930 McLean, VA 22102. The modification will extend the contract period utilizing three 3-month option periods for a total of 9 months from 5 July 2020 to 4 April 2021. The purpose of the modification is to continue critical support for Continuous Evaluation (CE) analytic services. The above contract was awarded to Celerity Government Solutions, LLC utilizing Other Than Full And Open Competition procedures on February 5, 2018. This contract supports the CE mission by receiving and evaluating alerts from the DoD CE automated records check capability in accordance with DoD established policy, guidelines, and procedures. This support includes using supporting systems to receive alert information, conducting identity resolution, and coordinating adjudicative-relevant and actionable alert information with the DoD Consolidated Adjudications Facility (DOD CAF) and Component security officials. The required services include a continuation of the same services currently on the contract. This extension allows for the continuation of vital ongoing support of the CE mission. Seeking a new procurement to fulfill these ongoing services would result in unacceptable delays in fulfilling the agency's requirements. There will be not be any solicitation documents issued for the proposed action. This notice of intent is not a request for competitive proposals.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating from June 23, 2026, through June 22, 2031, this program utilizes Other Transaction Agreements (OTA) to award projects in four primary technical areas: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. The agency will not accept unsolicited proposals; instead, it will issue specific Innovation Calls via Sam.gov, to which interested parties must respond using the mandatory Solution Concept Paper Template. The selection process is multi-phased and collaborative, beginning with an evaluation of Solution Concept Papers based on problem understanding, technical approach, and a Rough Order of Magnitude cost estimate. Successful candidates may be invited to provide full project proposals, technical demonstrations, or oral presentations. To be eligible for an award, vendors must comply with 10 U.S.C. 4022, maintain active SAM and PIEE registrations, and possess any required facility or personnel security clearances. Final awards are determined through negotiations with the Agreements Officer to establish a detailed Statement of Work and fair pricing, with project success measured by the fulfillment of technical goals or objective success metrics.
