The U.S. Army Space and Missile Defense Command intends to negotiate a one-year, firm-fixed price contract on a sole source basis to continue conformance testing services for the Critical Reagents Program (CRP). These services are performed at the contractor-owned Camber Corporation’s laboratory in Oak Ridge, Tennessee. The lab is responsible for testing Hand Held Assays (HHAs) and Electrochemiluminescence (ECL) assays, which are essential for detecting biological warfare agents to meet Department of Defense operational requirements. The conformance testing ensures each production lot of these assays meets established quality standards, a critical step to supporting CRP mission objectives. The Camber Oak Ridge Conformance Test Laboratory has been the sole provider of these testing services for the past eight years and has developed specialized technical expertise in CRP-related assays and platforms. This contract is being awarded using procedures that limit competition to only one responsible source under FAR 6.302-1, emphasizing that no other entities currently meet the agency’s specific technical and timeliness needs. Interested parties claiming the capability to provide these services must submit detailed written evidence supporting their qualifications by September 5, 2007, but the contracting officer retains sole discretion over whether to open the contract for competition.
