The U.S. Army Space and Missile Defense Command, on behalf of the Critical Reagents Program (CRP), plans to modify contract DASG60-03-D-0001 to increase the quantity of CRP products and services managed at Murtech, Inc., the current storage and distribution facility. Murtech, Inc. has specialized capabilities essential for this role, including expertise in Hand Held Assay technology, ITAR certification for international shipments, Foreign Military Sales experience, and active Department of Defense facility clearance. The facility also has personnel cleared to uncode CRP products for resale and trained in hazardous waste handling, ensuring proper disposal of expired items. These integrated services in one location enable the CRP to maintain rapid response times and operational flexibility needed by its customers. The modification will extend from the date of contract change through January 2008. This action will be conducted as a sole-source negotiation under FAR 6.302-1, as Murtech, Inc. is considered the only responsible source able to meet the program's specific requirements without incurring unacceptable delays or duplicative costs. While competitors are invited to submit factual evidence by May 4, 2007, demonstrating their capability to provide similar services without such drawbacks, the contracting officer retains sole discretion over whether to proceed without competition. The contract expansion addresses the need to manage increased CRP product volumes efficiently within a facility proven to comply with stringent regulatory, security, and operational standards for both domestic and overseas distribution.

The U.S. Army Space and Missile Defense Command on behalf of the CRP intends to modify contract DASG60-03-D-0001 and negotiate on a sole source basis with San Antonio Scientific Support Limited to increase the total quantity of CRP products and servi ces being managed at their current storage facility, Murtech, Inc. As a storage and distribution facility, Murtech, Inc. possesses a unique combination of certain essential capabilities which include: subject matter expertise in Hand Held Assay technology to include storage, maintenance, distribution and disposal of the CRP products; International Traffic in Arms Regulation (ITAR) certification for OCONUS shipments; experience with Foreign Military Sales (FMS) shipments; and active DoD facility clearance to store and distribute CRP products to end-users; ability to uncode coded CRP products using personnel appropriately cleared by the DoD to declassify assays for resale to civil support teams; and personnel trained in handling hazardous waste to include disp osal of expired CRP products. All of these services must be accomplished in the same facility in order to provide the short response time and flexibility demanded by the CRP customers. Period of performance for this effort is from date of modification thro ugh January 2008. This contract modification will be issued using other than full and open competition procedures in accordance with FAR 6.302-1, such that there is only one responsible source and nother other supplies or services will satisfy the CRP requ irements. Murtech, Inc. has demonstrated to the CRP that it meets all the CRP requirements as a Storage and Distribution Facility. It would take an unacceptable amount of time and requirement substantial duplication of costs to store, maintain, dispose, an d distribute the additional CRP products at another facility not on contract with San Antonio Scientific Support Limited. This is not a request for completitive proposals but parties purporting to have the requisite credentials to perform these services wi thout substantial duplication of cost or unacceptable delays in fulfilling the agency's requirements must furnish in writing, factual information that clearly supports and demonstrates that their facility is sufficiently able to store maintain, dispose of, and distibute CRP products to both OCONUS and CONUS sites by close of business May 4, 2007. This information must be e-mailed to Leo Fratis at contact@example.gov or faxed to his attention at +1 (555) 000-0000. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer. Numbered Note 22.
