The 374th Contracting Squadron at Yokota Air Base intends to award a sole-source purchase to Military Airlift Experts LLC for ten 15K Modular Shoring Kits (DAMAS) to support the 730th Air Mobility Squadron in Japan. This action is justified under FAR 12.102(a) as a commercial item acquisition, based on market research indicating that MILAIRX LLC is the only source capable of meeting the technical requirements, including ATTLA certification for use on C-5, C-17, and C-130 aircraft. The kits must include eight ramp sections, two lead-ups, two wedges, four ramp pads, four standard-height and two tall adjustable stands, all housed in a top-open, side-access transport container measuring 96" x 42" x 40", equipped with forklift access and D-rings for aircraft tie-down. Each kit must be accompanied by English-language installation manuals, illustrated parts breakdowns, and one-year parts warranty. Technical support via phone and email must be available, and spare parts must be accessible through DLA distribution centers, including OCONUS locations. While this notice does not constitute a solicitation, responsible sources may submit documentation demonstrating their ability to meet the specifications by the deadline of 15 May 2026 at 1300 Japan Standard Time, after which the government will determine whether competition is warranted. Delivery is required at Yokota Air Base, Japan, and all packaging must comply with the specified container requirements, though no formal preservation, marking, or packaging standards such as MIL-STD-129 or MIL-STD-2073 are cited. No contract value, payment details, invoice procedures, or accounting codes are provided, and no formal evaluation factors, weights, or contracting officer roles are specified beyond the listed points of contact: A1C Tyrie Tanaka and 1st Lt Irene York. Submitting documentation must verify ATTLA certification and provide evidence of compliance with all technical and logistical requirements, with electronic submissions via CD/DVD considered acceptable.
