Full Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole-source basis, with Summer Consultants, Inc. for post construction award services (PCAS). NIST buildings 222, 223, and 224 electrical infrastructures from the medium voltage splices in the street to panel boards was originally designed by Summer Consultants, Inc. Government has a requirement for arc flash labels only to those items to be constructed as well as PCAS services. The PCAS services can range from reviewing contractor submittals for design adherence, answering technical questions related from the design, and engineering reviews of the designed equipment. As the State of Maryland requires professional engineers to stamp/seal and sign drawings, Summer Consultants is considered the "professional engineer of record". They are responsible for the design through construction. This includes generating the arc flash labels. If another firm (professional engineer) were to do this activity, the professional engineering firm would have to stamp/seal the drawings and per the regulations of State of Maryland be responsible for the whole design depicted on the drawings. No other A/E firm could reasonably be expected to perform these services and remain the professional engineer of record. Sole source determination is based on 41 USC 3304(a)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is a logical follow-on to Contract No. SB1341-14-CQ-0023, Task Order No. 17-285. The North American Industry Classification System (NAICS) code for this acquisition is 541330 Engineering Services and the size standard is $16.5 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 5,2020, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
