The U.S. Army Corps of Engineers (USACE) Charleston District plans to award a sole-source contract to the FFE/Heapy Joint Venture, the original Designer of Record for the VBA Regional Office Building Interior Remodel and Modernization project located in St. Petersburg, Florida. This contract will secure architect-engineer design and construction support services to complete the 2nd-floor renovation. These services involve updating the existing design documents to adhere to current USACE standards and codes, ensuring the project reflects these revisions without causing significant cost duplication or delays. The scope includes preparing construction contract documents, conducting comprehensive BCOES reviews, and developing designs for repairing or replacing the facility’s atrium skylight. The contract also includes support from solicitation through construction award phases, with an option to provide Construction Phase Services if exercised. The original renovation design was completed by this joint venture under a prior Department of Veterans Affairs contract, making them uniquely qualified for follow-on work. The notice outlines a solicitation deadline of June 12, 2026, and is governed under FAR authority allowing sole-source award. The NAICS code for the project is 541330, and the primary point of contact is Michael Stiltner from the USACE Charleston District. This acquisition underscores the intent to leverage existing project knowledge and expertise to ensure continuity and compliance during the project’s completion.
