The VA Central Western Massachusetts in Leeds, MA requires an Architect and Engineering Firm to perform work which includes provide all professional architectural and engineering (A/E) Part One Services (also known as Design Phase Type A & Type B Services) necessary to develop complete drawings, specifications, and cost estimates associated with building a new elevator tower at Building 25. A/E Part Two Services of this design project (also known as Construction Period Services) includes responding to construction contractor Requests For Information (RFIs) during the solicitation (solicitation support) and construction phases of the construction project, attendance at post-award and commissioning kick off construction project conferences, review of construction material submittals and shop drawings, attendance at weekly teleconference construction meetings , approximately 1 site visits per month during active construction (both scheduled and emergent) to ensure compliance with the design drawings and specifications, preparation of site visit reports, coordination with project commissioning requirements/QEI inspection, review of any construction project modifications for cost and technical acceptability, attendance and participation during the pre-final inspection and final acceptance inspection, preparation of the punch list and preparation of record drawings of the completed construction project based on the construction contractor s as-built drawings. The A/E shall prepare a submittal log to be utilized by the VA during construction period services and maintain a RFI log. The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs, WOSBs, and Small Businesses that have the experience with this type of design and if such firms are interested in this procurement. The magnitude of construction is between $1,000,000 and $5,000,000. The NAICS code is 541330 and the small business size standard is $25.5 Million. Interested firms should indicate their interest to the Contracting Officer no later than 4:30 PM ET June 18, 2026, via email to Brian.Kelly@va.gov. The following information is required in response to this notice:
1) A positive statement of your intention to submit a proposal in response to a solicitation for this project and include your firm s name (as it appears in SAM.gov) SAM UEI number, and socio-economic status of the firm (i.e., verified SDVOSB or VOSB, WOSB, SB, or Large Business);
2) Provide two (2) elevator projects with Historical Reviews in the Commonwealth of Massachusetts;
3) Provide two (2) new elevator design projects on a VA campus that have been completed within the last 5 years;
4) Provide a narrative explaining experience and knowledge of VA Central Western Massachusetts Health Care System underground utilities (steam, electrical, etc.).
