The Indian Health Service, Blackfeet Service Unit, intends to award a sole source, firm-fixed price contract to the State of Montana Department of Health and Human Services for Newborn Screening and Testing Services. This contract will cover a one-year period from May 17, 2026, to May 16, 2027, with services performed at the Blackfeet Service Unit in Browning, Montana. The contract value is estimated to be below the simplified acquisition threshold. The sole source award is justified under the authority that only the Montana State Department of Public Health and Human Services can provide the necessary laboratory testing services required by state law and public health surveillance programs, which cannot be performed in-house by the Blackfeet Service Unit laboratory. The notice emphasizes that this is not a solicitation or request for competitive quotes, but interested parties may respond demonstrating why competition would be advantageous without being cost- or time-prohibitive. However, the decision to forego competition rests solely with the Government. Responses must be submitted by May 13, 2026, and any questions or comments regarding this notice should be directed via email to Purchasing Agent Teri Kittson. Telephone inquiries or offers will not be accepted, and the Government will not cover costs associated with responding to the notice. This action aligns with procurement regulations allowing sole source awards when only one responsible source meets the agency’s requirements.
