Notice of Intent to Sole Source Award


THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.


The Indian Health Service, Blackfeet Service Unit, hereby submits a Notice of Intent to award a sole source, firm-fixed price contract for Newborn Screening and Testing Services to State of Montana Department of Health and Human Services, UEI:TR3DAXR9MCN8


Period of Performance is for one (1) year: May 17, 2026, to May 16, 2027


Location: Blackfeet Service Unit, 760 Hospital Circle, Browning, Montana


The estimated total value is below the simplified acquisition threshold.


The sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to the authority of Revolutionary FAR Overhaul (RFO) part 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.  This requirement can only be obtained by laboratory testing services provided by Montana State Department of Public Health and Human Services for newborn screening, communicable disease testing and other required testing services.  The Blackfeet Service Unit laboratory requires services for certain types of patient testing as required by State law or as part of a public health surveillance program that cannot be provided in-house. 


Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the agency. 


The determination not to compete this proposed action is solely within the discretion of the Government.  Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement.  The Government will not be responsible for any costs incurred for responding to this notice.
