THIS IS NOT A REQUEST FOR QUOTES.  THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO CB INFORMATION SERVICES FOR CB INSIGHT SUBSCRIPTION SERVICES


The Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the Defense Innovation Unit (DIU), intends to perform a sole source award a contract on a sole source basis with CB Information Services, Inc, 498 Fashion Avenue Ste 17, New York, NY 10018-6798, for subscription as a service (SaaS) to CB Insights platform. The period of performance is estimated to be for a 12-month period. DIU requires this market intelligence tool to inform DIU acquisition with market research and company viability assessment data.


The primary North American Industry Classification System (NAICS) is 513210 –Software Publishers. Small business Standard Size $47 million.


The anticipated award will be made under the authority of 41 U.S.C. 1901, “Simplified Acquisition Procedures”, as implement by RFO Part 12.102. CB Information Services, Inc. is the only vendor to meet DIU’s requirements as it’s the only data-provider which is able to use datasets to build research comprised of storytelling graphics and market maps as required by DIU due to proprietary intellectual property.


This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this notice via email to whs.mc-alex.ad.mbx.ks@mail.mil , with a file size less than 5MB, Subject Line: Response to NOI CM042820260558, no later than 10:00 A.M.
