The Centers for Disease Control and Prevention (CDC) plans to award a sole source, firm fixed price purchase order to Emory University for the 2024 American Men’s Internet Survey (AMIS) dataset. AMIS is an annual online behavioral survey targeting men who have sex with men (MSM) across the United States, designed to monitor trends in sexually transmitted infections (STI) and HIV risk behaviors, testing, and prevention service access. The survey typically aims to collect about 5,000 complete responses each year, providing critical data used for public health planning, research, and policy development. Emory University will provide the CDC with data from approximately 3,500 MSM respondents in 2024, covering demographic information and details on sexual and risk behaviors. The data collected are aggregated and used for analyses, reports, and publications that aid researchers, community organizations, and health departments in STI/HIV prevention efforts. State and city health departments with sufficient participant numbers receive tailored annual reports for their jurisdictions, and identified datasets can be accessed by these departments upon request to analyze local trends. The contract is a sole source procurement under federal acquisition regulations, with a notice allowing other interested parties to express interest and demonstrate their capability by May 18, 2026. However, this notice is not a solicitation for competitive bids, and the government retains discretion on whether to compete the contract based on any responses received. The contracting officer point of contact for responses is Serina Allingham at the CDC.

Full Description
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services intends to award a sole source firm fixed price purchase order to Emory University for the purchase of the 2024 dataset of responses to the American Men’s Internet Survey conducted by Emory University.
The American Men’s Internet Survey (AMIS) is an annual cross-sectional online STI/HIV behavioral survey of men who have sex with men (MSM) in the United States. The primary objective of AMIS is to monitor trends in STI/HIV risk behavior, use of STI/HIV testing services, and access to prevention services among MSM in order to improve public health services for STI/HIV prevention and better understand STI/HIV epidemiology. The survey is conducted in annual cycles with a goal of approximately 5,000 complete surveys of MSM participants each year.
The data are compiled and used in analyses for publication. Additionally, health departments in states and large cities with enough respondents for their jurisdiction will receive annual state reports that include data tables for use in prevention planning and policy development. The data are also compared across each survey cycle to identify trends and changes in STI/HIV behaviors among MSM. Reports and publications disseminated for use by researchers, community organizers, and collaborative research partners contain only aggregated data and no identifying information are included. The identified datasets are available by request for state and city health departments who wish to analyze trends in their local jurisdictions.
Upon purchase, Emory University will provide an AMIS 2024 data set from approximately 3,500 MSM from across the United States and its territories to the CDC. Data will include responses to all demographic data and to questions about sexual and other risk behaviors.
