Notice of Intent to Sole Source Cost-Per-Result-Reportable Automated Hematology Analyzer System for Naval Medical Center Portsmouth

The Government intends to award a sole source Firm-Fixed-Price contract to Sysmex America, Inc. for a Commercial-Off-The-Shelf Cost-Per-Result-Reportable Automated Hematology Analyzer System to be implemented at Naval Medical Center Portsmouth, Virginia. The system, specifically the XN-9100-202 model, is the only available technology that employs fluorescent flow cytometry to analyze RNA and DNA content and intracellular structures, enabling superior differentiation of white blood cell populations and accurate detection of immature and abnormal cells such as blasts, atypical lymphocytes, and immature granulocytes. This capability significantly enhances flagging accuracy, reduces the need for manual smear reviews, and supports earlier clinical decision-making, directly improving patient care quality and safety. The system also includes a proprietary RU 20 reagent dilution unit that minimizes diluent changes, reduces inventory and storage demands, and increases operational efficiency—critical factors given the laboratory’s constrained space due to ongoing renovation delays and undermanned staffing. The contract includes a base year running from July 1, 2026, to June 30, 2027, with four optional one-year periods and one optional six-month extension, bringing the total potential performance period to approximately six and a half years. The estimated contract value is $1,891,450, with annual base and option year costs of $343,900 and the final six-month extension priced at $171,950. The equipment will be delivered and maintained under a CPRR agreement covering the lease of duplicate hematology analyzers, automation line, advanced RBC and body fluid software, five concurrent &Teams Edition licenses, consumables, reagents, maintenance, spare parts, middleware integration, training, technical support, printers, and uninterruptible power supplies.
