The United States Army Medical Research Acquisition Activity plans to award a sole-source contract to IMPAC Medical Systems, Inc. for the purchase of five additional user licenses for the IntelliLab Laboratory Management software already in use at the United States Army Medical Institute for Infectious Disease (USAMRIID). This acquisition is being conducted under legal authority allowing non-competitive procurement because IMPAC Medical Systems is the exclusive manufacturer and the only source capable of providing the required licenses. The IntelliLab software has been effectively supporting laboratory management since 2004, and these licenses are necessary to expand its existing use. This notice is not a solicitation for offers, and no contract will be awarded based on responses to this notice. Interested parties seeking to challenge the sole-source justification must provide clear and convincing evidence that competition would benefit the government. All inquiries must be submitted in writing by 5:00 PM on November 7, 2007, and addressed to the designated contract specialist, Anthony Petrore, via fax or email as specified. Telephone inquiries will not be accepted. The purchase is categorized under NAICS code 541511, related to custom computer programming services.
