National Aeronautics and Space Administration (NASA) / Armstrong Flight Research Center (AFRC) has a requirement for design, delivery, and integration of subsystem products for the Geometry Optimization and Sensing with Integration and Flight Test (GOSWIFT) system, culminating in a flight test campaign. The contractor will provide engineering expertise throughout the engineering lifecycle, including the following:

Deliver designs for review and hardware for implementation and flight test,
Provide subject matter expertise through engineering reviews, and
Conduct an investigation of the flight test performance with data analyses, lessons-learned, and publicly releasable documentation of test results.

NASA/AFRC intends to award a sole-source contract to Texas A&M Engineering Experiment Station, which is currently providing a supersonic flight test design study and planning for adaptive geometries and LIDAR, under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy the agency requirements.

The Government intends to acquire a commercial product or service using FAR Part 12.
