Full Description
National Aeronautics and Space Administration (NASA) / Armstrong Flight Research Center (AFRC) has a requirement for design, delivery, and integration of subsystem products for the Geometry Optimization and Sensing with Integration and Flight Test (GOSWIFT) system, culminating in a flight test campaign. The contractor will provide engineering expertise throughout the engineering lifecycle, including the following:
- Deliver designs for review and hardware for implementation and flight test,
- Provide subject matter expertise through engineering reviews, and
- Conduct an investigation of the flight test performance with data analyses, lessons-learned, and publicly releasable documentation of test results.
NASA/AFRC intends to award a sole-source contract to Texas A&M Engineering Experiment Station, which is currently providing a supersonic flight test design study and planning for adaptive geometries and LIDAR, under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy the agency requirements.
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jenni Schnarr at jennifer.schnarr@nasa.gov and Tanjanica Jackson at tanjanica.s.jackson@nasa.gov not later than 11:00 AM PDT (Pacific Daylight Time) on Wednesday, May 6, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
