The U.S. Department of Defense, through the Defense Health Agency, has issued a notice of intent to award a sole source Firm-Fixed-Price IDIQ contract to Mofeta Dei Palici S.R.L. for the supply of commercial-off-the-shelf dry ice to support U.S. NMRTC Sigonella. The contract will cover both scheduled and unscheduled deliveries over a base year running from August 24, 2026, to August 23, 2027, with four additional option years available. The total estimated value is $326,776.31, well within the simplified acquisition threshold of $350,000, allowing the procurement to proceed under FAR Part 13.106-1(b). Mofeta Dei Palici S.R.L. is identified as the exclusive provider capable of delivering dry ice locally with the speed and reliability required to meet urgent, unscheduled mission needs, making competition impractical under the circumstances. Any response to this notice must provide compelling evidence that competitive sourcing would be both advantageous and feasible without compromising timelines or mission objectives, though the government retains full discretion in determining whether to proceed without competition. The notice is not a solicitation for quotes or proposals, and respondents are advised that any costs incurred in responding will not be reimbursed. All inquiries must be directed to Contract Specialists Lisa Wilk and Carol Uebelacker, with specific subject line formatting required for proper handling.

The Government hereby submits a notice of intent to award a sole source Firm-Fixed-Price IDIQ contract to Mofeta Dei Palici S.R.L. for commercial-off-the-shelf (COTS) Dry Ice for Scheduled and Unscheduled Deliveries. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $350,000. The contract will consist of a base year and 4 option years; the period of performance for the base year is 24Aug26 – 23Aug27. Mofeta Dei Palici S.R.L. is the only source available to provide local production and delivery of dry ice on a scheduled and unscheduled basis; meeting the time constraints from order to delivery of unscheduled dry ice deliveries. The total estimated value is $326,776.31. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of U.S NMRTC Sigonella. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
