THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS.


This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority of HHSAR 326.603-3, Deviation, FAR 8.104, Use of existing contracts, FAR 8.4, Ordering under the Federal Supply Schedule, and GSAR 538.7104-3, Sole Source Justifications.


The Indian Health Service (IHS), Albuquerque Area, Division of Accounting Services, has a need for its accounting staff to obtain Federal Financial Management training culminating in a Master Certificate in Federal Financial Management (Levels I-IV).


Market research seeking Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) who could provide the training courses towards certification was completed and no IEEs or ISBEEs were identified that could provide these services. As a result, an approved Buy Indian Act Waiver was obtained and is on file allowing OMAS to solicit from a non-ISBEE or IEE vendor.


OMAS intends to award a single source purchase order to Graduate School USA, 600 Maryland Ave SW, Washington, DC 20024-2520.


The Federal Financial Management curriculum that culminates in a Master Certificate in Federal Financial Management (Levels I-IV) is highly technical.  The first year (Certificate Level I) includes:


Introduction to Financial Management Course (24 Hours), Introduction to Federal Budgeting Course (24 Hours), Introduction to Federal Accounting Course (24 Hours), Manager's and Auditor's Roles in Assessing Internal Control Course (16 Hours), Federal Appropriations Law Course (32 Hours).


The second year (Certificate Level II) includes:


Budget Execution Course (24 Hours), Budget Formulation Course (24 Hours), Congressional Budget Process Course (16 Hours), Decision Support Analytics Course (24 Hours), and Planning, Programming, Budgeting and Execution (PPBE) Course (24 Hours).


The third year (Certificate Level III) includes:


Budget Justification and Presentation Course (24 Hours), Intermediate Decision Support Analytics Course (24 Hours), Understanding Federal Financial Statements Course (24 Hours), Federal Budget Analysis Using Microsoft Excel Course (24 Hours), Appropriations Law for Reimbursements, Revolving Funds, and User Fees Course, (16 Hours) Enterprise Risk Management: Executive Seminar for Resource Managers Course (8 Hours).


The fourth year (Certificate Level IV) includes: Leading Teams and Groups Course (24 Hours) Decision Making and Problem Solving Course (16 Hours) Leadership Communication Course (16 Hours) Strategic Planning for Government Organizations Course (8 Hours) Advanced Appropriations Law Course (24 Hours) Activity Costing Executive Seminar for Performance Accountability Course (8 Hours).


Graduate School USA is the only Institute that can provide all of these high-level Federal Government financial management training courses that will lead to a Master Certificate in Financial Management (Levels I-IV).


The courses outlined above, taught by Graduate School USA, are needed to provide emerging federal financial professionals with essential competencies for success and to help build a strong foundation in federal financial management.


The anticipated period of performance will be approximately from August 2026 through September 2029, if all options are exercised.


The Product Service Code is U001: Education/Training—Lectures. The applicable North American Industry Classification System (NAICS) code for this acquisition is 611430 - Professional and Management Development Training.


The IHS will solicit and negotiate directly with Graduate School USA using its GSA MAS schedule contract and no solicitation will be issued.  Interested parties may identify their interest and capability.  Award is subject to approval of the Sole Source Justification.


Any IEE or ISBEE that believes it can provide these services is encouraged to submit a capability statement. The Government will review all IEEs and ISBEEs responses to determine if the Buy Indian Act deviation should be rescinded.


The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement.


 A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government.  All responses must be received within 15 days from the date of publication of this synopsis.  Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.  If no affirmative responses are received within 15 days of this notice, an award will be made to Graduate School USA.  There is no solicitation package available.  For any questions regarding this announcement, please contact Deborah Blyveis via email deborah.blyveis@hhs.gov.
