Notice of Intent to Award Sole Source


The Department of Health and Human Services (HHS) plans to award a contract without competition to Premier Healthcare Solutions, Inc.


Background


The U.S. Department of Health and Human Services’(HHS), Office of the Assistant Secretary for Health, through the Office on Women’s Health and the Office of Minority Health, works to improve health and well-being nationwide. These offices do this by providing leadership, coordinating programs, delivering effective services, and promoting evidence-based policies and education, with a focus on women, girls, and underserved populations.


Scope of Work


HHS needs current, nationally representative data on fertility to:


  • Track health outcomes over time
  • Measure whether evidence-based programs are working
  • Help identify fertility-related risks and conditions earlier
  • Understand what's driving infertility in women and men, and what access options could help
  • Show measurable progress in fertility-related, maternal-infant, and overall health outcomes
  • Guide HHS program planning and policy decisions

Estimated Contract period:     Base Period plus 4 twelve-month Option Periods from August 10, 2026 through August 9, 2031


HHS believes only one company, Premier Healthcare Solutions, Inc., can currently meet this need, under the authority of Federal Acquisition Regulation (FAR) 6.103-1.
