AI Contract Overview
The U.S. Department of Health and Human Services plans to award a sole-source contract to Premier Healthcare Solutions, Inc. for the collection and analysis of nationally representative fertility data to support public health initiatives focused on women, girls, and underserved populations. The work will enable HHS to track health outcomes over time, evaluate the effectiveness of evidence-based programs, identify emerging fertility-related risks, understand the drivers of infertility in both women and men, and inform policy and program planning. The contract has a potential five-year duration, beginning August 10, 2026, and extending through August 9, 2031, with a base period and four optional one-year extensions. HHS asserts that only Premier Healthcare Solutions, Inc. currently possesses the unique capability to fulfill these requirements under FAR 6.103-1, justifying the sole-source approach. Interested parties may submit a brief capability statement by 12:00 P.M. EST on July 27, 2026, to Olivia Barksdale at olivia.barksdale@hhs.gov, referencing solicitation number REQT-OMAS-MS-2026-00085. Submissions must not include proprietary, classified, confidential, or sensitive information and will be used solely by the government to evaluate whether competition is feasible. The government reserves the right to proceed with the sole-source award regardless of submissions and is under no obligation to acknowledge receipt, provide feedback, or compensate responders. Any future competitive solicitation, if issued, will be posted separately on SAM.gov and will not be influenced by responses to this notice. The contract is managed through the HHS Office of Management and Strategic Acquisitions with performance based in Rockville, Maryland.
