The Round Panel Determinate (RDP) test machine is needed because the RDP test is an established and industry-recognized method for evaluating the behavior of fiber-reinforced shotcrete. This capability will provide a standardized reference point for the shotcrete mixtures used in the in current research. The same shotcrete mix designs can then be tested using the RDP machine, NIOSH’s High Energy High Deformation (HEHD) machine, and the MTS Mark II impact drop test machine. This machine is critical because the HEHD and MTS Mark II machines provide unique and valuable research insight, but their test methods are not directly tied to a standard ASTM shotcrete test. Without RDP testing, results from these specialized machines may be difficult for industry stakeholders to interpret or compare against commonly accepted shotcrete performance metrics. The RDP machine will allow SMRD to correlate experimental HEHD and MTS Mark II results back to a test method that mine operators, shotcrete suppliers, engineers, and ground control practitioners can readily understand and apply.

USAFA Mach 6 Ludwieg Tube (M6LT) Force Balance
Solicitation # FA700026Q0081
This solicitation, FA700026Q0081, seeks a firm-fixed-price purchase order for a six-component force balance designed for the Mach 6 Ludwig Tube facility at the U.S. Air Force Academy’s Department of Aeronautics, with all requirements detailed in Attachment 1. The acquisition is fully reserved for small businesses under a total small business set-aside, with eligible contractors required to self-certify their size status in SAM.gov using NAICS code 334519 and meet all FAR and DFARS representations, including active registration and compliance with security prohibitions. Offers must be submitted electronically by 6 August 2026 at 2:00 p.m. MDT to the designated point of contact and include the completed SF1449 form with valid pricing valid for at least 60 days, technical capability documentation, authorized reseller certification if applicable, proof of SAM.gov registration with all required certifications, and the completed Buy American Certificate per Attachment 2. The Government will not award until funds are available and reserves the right to cancel the solicitation without reimbursement for offeror costs. Evaluation follows a phased approach prioritizing price but requiring technical acceptability and best value: quotes are first ranked by lowest price, with only the three lowest-priced submissions undergo technical and past performance review. Technical capability is assessed on an acceptable or unacceptable basis against Attachment 1, with mandatory compliance with security and supply chain requirements under FAR 52.240-91, and past performance is evaluated using Supplier Performance Risk System (SPRS) data. Award will be made to the first quote that is technically acceptable and represents the best value; if none of the top three meet criteria, subsequent lowest-priced quotes are evaluated in order until an award decision is reached. The product must comply with Buy American requirements, with domestic origin determined by manufacturing location and certified via Attachment 2. All delivered items must be permanently marked with a machine-readable 2D Data Matrix symbol per MIL-STD-130, containing unique item identifiers and encoded according to ISO/IEC 16022 and ISO/IEC 15418 standards, with labeling on shipments conforming to MIL-STD-129. Delivery is FOB destination to the specified USAFA address, and invoicing must be processed exclusively through Wide Area WorkFlow using approved document types. The force balance must be delivered no later than 31 August 2027,

Non-Research Long-Term Care facility needed for the enrichment and socialization of Non-Human Primate colony
Solicitation # 75D30126Q79062
The Centers for Disease Control and Prevention, through its Office of Acquisition Services, is seeking a qualified sanctuary to assume permanent ownership and long-term care of approximately 130 retired non-human primates, primarily rhesus and pigtailed macaques, no longer needed for federal research. The facility must be accredited by the Global Federation of Animal Sanctuaries and operate as a true sanctuary with no research, breeding, buying, selling, trading, or sale of animal byproducts, and must prohibit direct public contact. The contractor must provide naturalistic, GFAS-compliant enclosures and implement structured social group formation, behavioral rehabilitation, and lifelong veterinary and husbandry care for each animal, ensuring their physical and psychological well-being in perpetuity. All animals must remain at the facility unless transferred for critical health reasons, and the contractor must sterilize any unsterilized animals within six months of intake. The procurement is a firm-fixed-price contract with mandatory pass/fail screening for GFAS accreditation, after which offers are evaluated holistically based on facility design, staffing, animal management plans, past performance, and price, with technical and performance factors significantly outweighing cost. The contract requires submission of detailed transport, intake, and care plans, coordination with USDA-licensed transporters at the CDC Royal Campus in Atlanta, Georgia, and a final report documenting full integration of the animals. Payment terms are structured as monthly invoicing for transportation, food, and intake activities, with a lump-sum payment upon completion of all animal transfers. The contractor must comply with strict records management obligations under federal law, including NARA and Privacy Act requirements, and ensure all employees receive CDC-provided records training. Proposals must be submitted electronically by July 23, 2026, and must include proof of SAM registration, affirmative certifications regarding payments and confidentiality, and be organized into three volumes covering accreditation, facility and operational plans, and staffing with pricing. The contracting officer is Jennifer Gartzke, and all payments will be made via electronic funds transfer upon proper enrollment through SAM or the ACH Vendor Enrollment Form, with invoicing directed to the CDC Office of Financial Resources in Atlanta.

The objective is to implement, expand, and evaluate electronic case reporting (eCR) for priority occupational respiratory diseases, specifically silicosis, asbestosis, work-related asthma, and malignant mesothelioma. The selected jurisdictional public health department will be responsible for establishing eCR connectivity to AIMS and RCKMS platforms, developing clinical logic sets, validating trigger performance, and creating standardized workflows for occupation and industry data. Modernized VAERS Reporting Application
Solicitation # 75D301-26-Q-00146
Solicitation 75D301-26-Q-00146 is a firm fixed price contract issued by the Centers for Disease Control and Prevention to develop a modernized, mobile-friendly web application for the Vaccine Adverse Event Reporting System (VAERS). The project focuses on improving the reporting experience for consumers and healthcare providers through human-centered UX/UI design, featuring a redesigned landing page, branching logic workflows, intelligent validation, and a low-code interface for CDC personnel. The application will be hosted in the CDC-managed MS Azure environment and must adhere to strict federal standards, including HIPAA, FISMA, FedRAMP, and Section 508 accessibility compliance. Key performance targets include page load times of 3 seconds or less, median submission times under 10 minutes, and a 30 percent reduction in submission abandonment. The period of performance runs from September 28, 2026, to June 27, 2027, with a not-to-exceed estimate of 31,500 dollars. Award will be based on a best value tradeoff process where technical approach, management plan, and similar experience are significantly more important than price. Contractors are required to provide a project management plan, submit monthly status reports, and participate in bi-weekly technical reviews. Additionally, any use of artificial intelligence must be disclosed and managed through a formal AI Use Compliance and Risk Management Plan to ensure ethical standards and non-discrimination.
