Request For Proposal (RFP) for NASA Agency-wide Supply of Liquid and Gaseous Helium
Solicitation # 80KSC024R0010
The NASA John F. Kennedy Space Center is managing an agency-wide indefinite delivery requirements contract for the supply of liquid and gaseous helium to support aerospace flight, research, and testing operations across multiple U.S. facilities. The contract features a five-year potential period of performance, consisting of a two-year base period from October 1, 2025, through September 30, 2027, and three one-year option periods extending to September 30, 2030. Deliveries are required at various locations, including the Kennedy Space Center, Jet Propulsion Laboratory, and several other research centers and facilities. All gaseous helium must meet Grade A purity standards per MIL-PRF-27407E, and liquid helium must maintain total neon impurities below 2 parts per million. The procurement utilizes a lowest-price-technically-acceptable (LPTA) source selection process, where technical acceptability is evaluated on a pass/fail basis focusing on the contractor's capability to meet weekly maximum supply requirements. Current awardees include Airgas USA LLC (South and West), Linde, Inc., and Messer LLC. However, the government maintains an innovative opt-in process allowing both existing contractors and new entrants to compete for additional IDIQ subCLIN locations. For the 2027 opt-in opportunity, interested parties must submit a Capability Form by November 20, 2026. Award decisions are based on the total lowest evaluated price per CLIN, which includes unit product prices, delivery charges, and other associated pricing.

NOTICE OF INTENT TO SOLE SOURCE The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Proton Energy Systems, Inc., using the procedures in FAR Part 13, to purchase hydrogen gas generator platforms. Description of Supplies/Services: The National Weather Service (NWS) intends to procure two (2) Hydrogen Generators S-Series 3 S20, and all required ancillaries, for the Upper Air Program. These generators are essential for the safe storage of hydrogen used to inflate weather balloons for data collection, replacing dilapidated systems and supporting new installations. The Government intends to solicit and negotiate with only one source, Proton Energy Systems, Inc., located at 10 Technology Drive, Wallingford, CT 06492. This acquisition is being conducted under the authority of FAR 13.106-1(b)(1)(i), as only one source is reasonably available. The Proton/NEL S20 hydrogen gas generator platform (Series 2 and Series 3 models), exclusively from Proton/Nel Hydrogen, is uniquely compatible with existing NOAA Upper Air Inflation Buildings and integrated software systems, supporting a 350-gallon (200 psig) tank. This avoids costly facility modifications or disruptions. The control software is embedded in the units, and Sterling Field Support Center (SFSC) personnel are trained for this system, ensuring interoperability and support. Standardization on the Proton/NEL S20 is critical for consistency and operational efficiency across the national network. Alternative systems present significant logistical and safety challenges due to their requirement for methanol, which is incompatible with current NWS infrastructure designed only for deionized water. Furthermore, Proton Energy Systems, Inc. offers a single-source provider advantage with integrated manufacturing, support, and parts replacement, simplifying the entire lifecycle compared to multi-vendor alternatives. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to meet the requirement on or before 11:00 AM EST on August 18, 2025. All responsible sources that believe they can meet this requirement must submit a clear and convincing statement of capabilities and any other supporting documentation demonstrating their ability to provide the specified hydrogen generators. Supporting evidence must be in sufficient detail to allow the agency to determine if the vendor can meet the requirements. Information received will be evaluated solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.

NESDIS Enterprise Mission Operations (NEMO)
Solicitation # 2027-NESDIS-BB-0001
The National Oceanic and Atmospheric Administration (NOAA), through the National Environmental Satellite, Data, and Information Services (NESDIS), is seeking one or more Other Transaction Agreements (OTAs) for the NESDIS Enterprise Mission Operations (NEMO) project. This initiative aims to implement innovative, commercial satellite command and control (C2) mission operations services to reduce observation costs and integrate technological advancements. The scope includes 24x7x365 C2 capabilities, mission planning, flight dynamics, and telemetry processing for multiple constellations, including JPSS, SOLAR-1, and GOES-R, with a goal of full operational capability by 2029 and demonstrations beginning in 2028. The procurement follows a multi-phase competitive down-select process. Phase I requires the submission of a white paper, due October 26, 2026, which must include an executive summary, a detailed solution aligned with the Statement of Objectives, a value proposition, and Rough Order of Magnitude (ROM) pricing. Selected offerors will proceed to Phase II for final evaluation based on technical superiority, innovation, and data rights. Technical requirements include compliance with FISMA High Impact Level and NIST 800-53 or NIST SP 800-171 security controls, as well as the ability to host ITAR and EAR information. While operations are unclassified, the handling of Type 1 encryption keys may require additional security measures.
