The Indian Health Service (IHS) intends to award a sole source contract to Estenda Solutions, Inc. to maintain ongoing development, operation, and support of the IHS-Joslin Vision Network (JVN) Teleophthalmology Program in Urban Indian Health Care clinics, Tribal Health Clinics, and IHS hospitals and clinics. The Government believes Estenda Solutions, Inc. is the only responsible source capable of meeting the agency’s requirements for continued development, operation, and support of the existing IHS-JVN Teleophthalmology Program. The anticipated period of performance is a 12-month base period and four 12-month option periods.


This contract action is for services/supplies in which the Government intends to negotiate with only one source under the authority of RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a solicitation or request for offers. However, interested parties that believe they can meet the requirement may submit a capability statement. Responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is for informational purposes only and shall not be construed as a solicitation or an obligation or commitment to issue a solicitation or contract by the Government. Respondents are advised that the Government is under no obligation to acknowledge receipt of information received or provide feedback to respondents.
