The U.S. Army Corps of Engineers Research and Development Center’s Geotechnical and Structures Laboratory plans to award a sole source, firm-fixed price contract to Instron, a division of Illinois Tool Works, for the procurement of a range of load frame grips, fixtures, accessories, and upgrade components. These include 250kN wedge grips, compatible grips and accessories, impact and compression fixtures, extensometers, strain gauge adapters, and board expansion components, all specific to the ERDC’s existing Instron A357385 load frame. Instron is identified as the sole manufacturer and distributor of these products, and due to proprietary rights and strict compatibility requirements with the government’s current equipment, no third-party suppliers are accepted or available for this procurement. The justification for this non-competitive action is that only Instron’s products meet the government’s technical and operational requirements, as all software, parts, and engineering support are exclusively offered by Instron and are essential for maintaining the integrity and functionality of the current testing system. The contract will be issued under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing. While this is not a solicitation for competitive proposals, the government will consider capability statements from other vendors who believe they can fulfill the requirements. Any responses must provide sufficient detail regarding experience with similar contracts and be submitted no later than 1:00PM CST on August 18, 2025, to the designated points of contact.
