--Notice of Intent to Sole Source

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to BioSonics, Inc., 4027 Leary Way NW, Seattle, WA 98107 for 420 kHz Digital Scientific Echo Sounder. This procurement is being conducted under Simplified Acquisition Procedures (SAP), only one responsible source and no other supplies or services will satisfy agency requirements. BioSonics is a long time collaborator with ERDC and is the sole manufacturer and distributor of Optical 200 kHz Digital Scientific Echo Sounder, which ERDC currently utilizes. The 420 kHz Digital Scientific Echo Sounder must be compatible with the 200 kHz equipment ERDC currently maintains. Therefore, it is vital to the project that continuity of the system remains; therefore, no other company could perform this enhancement and integration. The government intends to acquire a commercial item using FAR Part 12. Interested organizations must be registered with GSA. These organizations may submit their capabilities/qualifications to perform the effort in writing to the identified point of contact no later than 0700 hrs Central Time Zone on 22 December 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
