The Centers for Disease Control and Prevention National Center for HIV, Viral Hepatitis, STD and TB Prevention Division of Viral Hepatitis intends to award a sole source Firm-fixed-price purchase order to Oxford University Press to publish a supplemental issue on “Advancing same-day diagnosis and viral-first testing to accelerate hepatitis C elimination in the United States.” The issue will contain up to 110 pages containing a combination of editorials and review articles as per the journal’s instructions for authors. All articles that pass editorial and peer review process will be published together as a part of the issue. This contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 12.102(a). NAICS 513120 – Periodical Publishers.  Oxford University Press is the only source that can provide a platform for supplemental publication with the reputation, visibility, circulation and timeline for publication. This notice of intent is not a request for competitive quotations; however, all Quotations/ responses received within 15 days of the issuance of this notice shall be considered by the government.  A determination by the government not to complete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.  Any quotation/response should be emailed to the contract specialist at email zvm0@cdc.gov by 06/23/2026.
