The contract involves a Notice of Intent to Sole Source for the procurement of ATR Low Profile Tray Assemblies, part number MT4-4417-102, which are used to mount and secure Link Level Communications Security (COMSEC) 7M devices for France under the Foreign Military Sales Case FR-P-LHO. A total of 69 trays are requested with MILSTRIP identifier PFRW440316600. The sole source justification is based on the proprietary nature of the tray, with all drawings and specifications owned exclusively by B/E Aerospace (formerly EMTEQ), requiring vendors to obtain the item directly from this source. This acquisition is managed by the Department of Defense’s Niwc Pacific office located in San Diego, California. The solicitation was posted on April 16, 2021, under the NAICS code 334290, which corresponds to communications equipment manufacturing. The designated point of contact for the contract is Jesse Dancy-Weathers, a contract specialist with the Navy. The sole source approach is due to the absence of any other distributors or sources capable of providing the required trays, ensuring compliance with the unique technical and proprietary requirements of the Link-Level Communication Hard Mount Trays.
