This is a Notice of Intent, published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1), requiring the dissemination of information regarding proposed contract actions. U.S. Dept. of Transportation, Maritime Administration (MARAD) intends to negotiate and award bridge contracts on a sole source basis for ship management services for the MARAD Ready Reserve Force (RRF) ships on an other-than full-and-open-competition basis to the incumbent contractors listed in the attached sole source justification. For this proposed contract action, the Government intends to negotiate and award, to only one source under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice is for Bridge contract periods consisting of one 6-month base period, one 6-month option under FAR 52.217-8 Option to Extend Services, for a total potential period of 12 months, to ensure continuity of essential services while the competitive follow-on contract is being finalized. The award of the bridge contracts is expected in July 2024. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will be considered solely for determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by e-mail to the attention of Robert McDermott, using the contact information provided in this notice.
