Notice of Intent to Sole Source | Metasys Building Automation System Upgrades, Subscription, and Preventative Maintenance Services | Pittsburgh, PA

The Department of Veterans Affairs, through Network Contracting Office 4, intends to award a sole source contract to Johnson Controls Building Solutions, LLC for comprehensive maintenance, upgrades, and support services related to the Metasys Building Automation System at the University Drive Campus of the VA Pittsburgh Healthcare System. The requirement stems from the proprietary nature of the Metasys BAS and the necessity to maintain the campus-wide LON network, which limits qualified providers to those authorized by the manufacturer. The contract will cover a base year of one year with four one-year option periods under a firm-fixed-price structure. Key deliverables include upgrading the HVAC and water quality sides of the system, replacing 32 Network Automation Engines with Series Network Engines, installing five new workstations, replacing six outdated Filled Service Controllers with BACnet controllers, and performing an ADX-25 server upgrade. Annual subscriptions for HVAC and domestic water software are included, along with biannual Metasys training for VA personnel delivered by Johnson Controls instructors. All services must be performed by technicians qualified in Metasys, LON, and BACnet systems. All upgrades and replacements specified in Attachments A and B of the Draft SOW must be completed within the base year. Any repairs outside the scope of preventative maintenance require a detailed, itemized cost estimate for approval. The procurement is classified under NAICS 811310 with a small business size standard of $12.5 million, and responses to this non-binding notice must include evidence of manufacturer authorization to service Metasys systems in the Pittsburgh area. All submissions must be received via email by July 2, 2026, at 4:00 PM Eastern Time, and failure to provide sufficient proof of capability may result in the government proceeding with the sole source award to Johnson Controls.
