NOTICE OF INTENT TO AWARD SOLE SOURCE
The Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) intends to award a sole source contract to Johnson Controls Building Solutions, LLC, located at 5757 N Green Bay Ave #X81, Milwaukee, WI 53209-4408, USA. A sole source award is anticipated due to the facility’s requirement that the contracted vendor be able to perform preventative maintenance services on the LON network used across campus, as well as the proprietary nature of the Metasys Building Automation System (BAS).
This requirement includes upgrades to the existing BAS, software subscriptions and updates for the Metasys BAS, preventative maintenance and inspection services of the BAS, and training. Services are to be performed at the University Drive Campus of the VA Pittsburgh Healthcare System in Pittsburgh, PA. THIS NOTICE IS NOT A SOLICITATION OR A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include evidence of being authorized by the manufacturer of the Metasys Building Automation System to service the system in the Pittsburgh, PA area. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. Responses are due by July 2, 2026 at 4:00 PM Eastern Time.
