The Department of Veterans Affairs, through its Regional Procurement Office East and Network Contracting Office 4, plans to award a sole source contract to Johnson Controls Building Solutions, LLC, for services related to the Metasys Building Automation System (BAS) at the VA Pittsburgh Healthcare System’s University Drive Campus. The contract covers upgrades to the BAS, software subscriptions and updates, preventative maintenance and inspection services, and training. This sole source approach is due to the proprietary nature of the Metasys BAS and the necessity for the vendor to perform specialized maintenance on the LON network utilized across the campus. The contract is expected to be firm-fixed-price, initially for one year with four optional one-year extensions. This contract falls under NAICS code 811310, which pertains to commercial and industrial machinery and equipment repair and maintenance, and the corresponding PSC code J059 for electrical and electronic equipment maintenance and repair. While this notice is not a solicitation, firms capable of fulfilling the requirements and authorized by the Metasys BAS manufacturer may submit written notifications of interest by July 2, 2026. Such responses must demonstrate the ability to service the system locally in Pittsburgh. The government reserves discretion over whether to compete the procurement and will proceed with the award if no qualified responses are received. The primary point of contact is Christina Gennaoui, reachable by email.
