Notice of Intent to Sole Source – Nanosonics, Inc – Maintenance of NanoCare Pro Trophon2 Devices

The Defense Health Agency is pursuing a sole-source, commercial firm-fixed-price purchase order with Nanosonics, Inc. to provide annual preventive maintenance and repair services for four NanoCare Pro Trophon2 devices located at the United States Naval Hospital in Guam, with serial numbers 142282-018, 313148-001, 142282-080, and 142282-081. The contract involves a base year from August 1, 2026, through July 31, 2027, with four optional one-year extensions through July 31, 2031, ensuring continuous service over a potential five-year period. Work is to be performed at Nanosonics’ service center in Indianapolis, Indiana, with all devices shipped to and from Guam at the contractor’s expense, which is included in the firm-fixed price. Services include out-of-warranty break/fix repairs, 5000 Cycle Major Service, two loaner devices during repairs, and use of only original manufacturer parts, all conducted in strict compliance with OEM standards and specifications. The contractor must employ only fully qualified technicians trained in OEM service schools and maintain an effective Quality Control program to prevent defects. Performance will be monitored through a government-developed Quality Assurance Surveillance Plan, and invoicing is authorized monthly for services actually rendered. Contractor personnel must comply with Department of Defense security directives including DoD 8570.01-M, DoD 8500.01, HIPAA Privacy Rule compliance, and the DoD Personnel Security Program, and must initiate and document all necessary background investigations for access to Controlled Unclassified Information and DHA networks, a process that may take two or more weeks. Contractors are prohibited from using retired or reserve military ranks in communications and must clearly identify themselves as non-government personnel through personalized voice messages, face-to-face disclosures, and email title blocks.
