North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex-Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) Program Office, intends to negotiate on a sole source basis with Amentum Technology, Inc. (CAGE Code: 07486) Amentum NORAD Operations Division, 2221 East Bijou Street, Suite 120, Colorado Springs, Colorado, 80909, United States. Cost-Plus-Incentive-Fee contract type; stand-alone contract General Services Administration One Acquisition Solution for Integrated Services Indefinite Delivery Indefinite Quantity (GSA OASIS IDIQ) ordering period ended. 


The existing Task Order, using the Extension of Services clause 52.217-08, ends December 25, 2026. The follow-on North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex (NCMC) – Integrated Tactical Warning/Attack Assessment (NCMC-ITW/AA) and Space Support Contract III (NISSC III) FOPR FA8723-24-R-0014 is in source selection, originally scheduled for award in June 2026 with a four-month transition. Due to a 45-day government shutdown, the award will be delayed. To ensure a full transition and allow time for funding, a bridge action is required to ensure continuity of services and prevent a break in contractor support during the extended source selection process.


NCMC/ITW-AA Program Office requires the continued operations, maintenance, and sustainment (OM&S) of the baselines NISSC II-covered systems (see Appendix F, NISSC II Systems and Locations Table). The period of performance is a four (4) month base, with additional one-month-options, estimating three (3) may be required to cover the amount of time required to clear the protest period and four-month transition from NISSC II to NISSC III.     


Amentum is the only contractor capable of meeting these requirements without unacceptable delays, preventing mission capability gaps. As the incumbent, Amentum currently provides OM&S for NISSC II systems, ensuring system integrity, classified communications, and processing for Command and Control (C2) at Cheyenne Mountain Space Force Station (CMSFS), Peterson Space Force Base (PSFB), Offutt Air Force Base (OAFB), Vandenberg Space Force Base (VSFB), and other global sites under NISSC II TO FA8723-20-F-9001 (OASIS GS00Q14OADU120). The requirement includes maintaining Authority to Operate (ATO) certifications for multiple systems and highly skilled personnel with active Secret and Top-Secret security clearances with SCI read-ins. 


The statutory authority for sole source procurement is 10 USC 2304(a)(1), as implemented by RFO 6.104-1(a)(3). Justification and Approval is in routing. Companies who believe they can provide this service must indicate their interest in writing within seven (7) days of this notification and include a detailed capability statement to include a proposed timeline of overcoming unexpected delays. The Government will not reimburse costs for capability information. All responsible sources will be considered, but proposals cannot be accepted as this is not a request for proposal. No solicitation will be posted to SAM.gov. Vendors may send correspondence to the following addresses: heather.baldwin.4@spaceforce.mil and  nyles.duffield@spaceforce.mil. All responsible sources will be considered for evaluating the determination. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The North American Classification System (NAICS) code 541330 will be used for determining company size status. The NAICS listed is what NISSC II was awarded under (NISSC 3 shows 541512).
