The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB) intends to award a sole source basis in accordance RFO 12.102(a) to FEI Company, 5350 North East Dawson Creek Drive, Hillsboro, Oregon, 97124-5793, as the sole provider of repair and preventative maintenance services of instrumentation NovaNano Scanning Electron Microscope (SEM) 630.  This acquisition is being conducted under RFO FAR Part 12, Acquisition of Commercial Products and Commercial Services.  


The Concrete and Materials Branch (CMB) is responsible for conducting materials characterization work that supports most of the branches in GSL as well as other labs in the ERDC.  A ThermoFisher field service engineer will conduct one preventative maintenance call per year (3 total visits) on the SEM including a Preventative Maintenance (PM) PM kit.  


The contractor shall provide the following under Contract coverage:


  • One annual preventative maintenance (PM) inspection with all labor and travel costs included
  • Preventative Maintenance Consumable Kit including vacuum gauges, vacuum pump consumables, filters, column apertures, other required consumable parts to maintain upmost functionality of the base system and non-third party components
  • Include labor and travel charges for any additional corrective or emergency service visits required during the contract period
  • Coverage for all replacement parts required for repairs using new or rebuilt OEM parts
  • Remote and onsite service support within 48 hours of notification during reasonable business hours
  • Software coverage and updates that improve functionality and capabilities will be included

The intended procurement will be classified under North American Industry Classification System (NAICS) 811210 – Electronic and Precision Equipment Repair/Maintenance, with a size standard of $34.0 million dollars.  This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit capable quotes, including price, sufficient to determine capability in providing the brand-name supply.  All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.


This announcement fulfills the synopsis requirements under RFO FAR 5.101(b)(2). USACE ERDC intends to release a solicitation no sooner than thirty (30) days after publishing this synopsis. This Special Notice of Intent (NOI) is not a request for competitive quotes. Meaningful submissions received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no meaningful, written submissions are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as a sole source requirement to FEI Company.
