The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures (GSL) intends to issue an award (IAW RFO FAR 12.102 (b)) to Teledyne Risi, Inc., (CAGE: 3K871), 32727 S Corral Hollow Rd, Tracy, California 95377 for a New Master Blanket Purchase Agreement (BPA) for Explosive Effects and Blast Loading supplies and devices.   GSL researchers typically employ exploding bridge-wire (EBW) detonators as a safe, reliable means of initiating explosive detonations. To enable safe and continual blast testing operations, GSL requires a Master Blanket Purchase Agreement that includes all critical components with the use of EBWs. 


The requirement is for FS-17 Control Units and Firing Systems, EBW Detonators, and various high voltage cables throughout the proposed five (5) year ordering period.  The requested items are listed below, but not limited to:


  • EBW Detonators
    • (RP-80, RP-83, RP-1, RP-2, RP-3, RP-87, BK-80 Ignitor)
  • Twin Lead High Voltage Cables (1,000ft)
  • Type ‘C’ High Voltage Coax Cables with Connectors and Flying Leads or Ends
    • Coax 250ft – 1000ft Spool
    • Coax Cable with 31 Connector
  • RP-80 and RP-83 Non-Bridged Headed EBW’s
  • FS-17 Control Units
  • FS-17 Firing Modules

The intended procurement will be classified under North American Industry Classification System (NAICS) 325920 – Explosive Manufacturing with a size standard of 750 employees. 


This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement.  However, parties interested in responding to this notice shall submit capable quotes, including price, sufficient to determine capability in providing the supplies.  All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
