Under the authority of FAR 6.302-1, the US Army Corps of Engineers intends to negotiate on a sole source basis to HDR Engineering, Inc. (HDR), for a contract to conduct Engineering During Construction (EDC) services for C-44 Reservoir and STA Project, in Martin County, Florida. The contract will be a firm-fixed price Type "C" contract for a period of five (5) years from date of award. HDR is the Engineer of Record for the plans, specifications, and design of the C-44 Reservoir and STA Project, including intake canal and access roads (Contract 1), reservoir (Contract 2), pump station (Contract 3), stormwater treatment areas and water control structures (3), communication towers, bridge, , and other appurtenant features. To date, HDR has performed design services for the US Army Corps of Engineers, for both contracts 1 and 2. HDR has also performed Engineering During Construction (EDC) Services for the construction of C-44 Contract 1 and ongoing EDC services for Contract 2. The proposed contract shall consist of providing additional EDC services for the construction of the C-44 Reservoir and related features. HDR is the Designer of Record (DOR) and EDC services for the C-44 Projects, which are part of a comprehensive plan developed to restore, preserve, and protect the South Florida ecosystem while also providing for other water-related needs of the region such as water supply and flood protection. C-44 consists of a total of three related projects developed to attenuate flow to the St. Lucie Estuary and to improve water quality by reducing nutrients, pesticides, herbicides, and other pollutants contained in runoff presently discharged into the estuary. Two projects were awarded by the U.S Army Corps of Engineers (USACE) and one was awarded by the non-federal project sponsor, South Florida Water Management District (SFWMD). Due to HDR's being the DOR, HDR has accumulated knowledge and expertise on this project that is not available from any other firm. In addition, HDR has performed extensive hydrologic analysis and modeling for this project. The Government would incur substantial duplicate costs, both financially and technically, to develop a new consultant's knowledge base of the C-44 Reservoir and STA Project. Interested concerns should contact Susan J. Forchette at 904-232-2158; (or email at Susan.J.Forchette@usace.army.mil) for information on submitting documentation demonstrating their qualifications to accomplish this project. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY. DO NOT REGISTER AS AN INTERESTED VENDOR.
