The U.S. Air Forces in Europe intends to award a sole-source, firm-fixed-price contract to Stone Aircraft Maintenance Solutions LLC for the RANGER software platform, which is essential for maintaining the current Aerospace Ground Equipment fleet. This decision is based on the authority of 10 U.S.C. § 3204(a)(1), as the vendor is the exclusive developer and proprietary owner of the RANGER architecture, with no other supplier possessing the necessary data rights, technical access, or ability to provide licensing, database management, or ongoing support. The system has already been fully integrated and validated for operational use across USAFE installations, making it the only viable solution to meet current mission requirements. Despite the sole-source intent, the government is inviting all responsible vendors to submit a one-page capability statement by 5:00 PM Eastern Standard Time on 17 July 2026, to the designated point of contact, Kevin Sheedy. These submissions will be evaluated solely to determine whether a competitive procurement is warranted, but the government retains full discretion to proceed without competition regardless of responses. The solicitation number is FA564126Q0005, classified under NAICS 513210, with performance expected at Ramstein Air Base and all official correspondence directed through the Department of Defense office located in APO, AE.

Requirement:

USAFE requires the RANGER platform to maintain the current Aerospace Ground Equipment (AGE) fleet. No other vendor has the data rights or proprietary access required to provide licenses, database management, and technical support for this specific platform, which has already been integrated and vetted for USAFE AGE operations.

This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement which shall be considered by the agency if received by the response date listed in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Response Instructions:
Any vendor who believes they can meet this requirement must submit a capability statement (not to exceed one page) to kevin.sheedy.3@us.af.mil no later than 17 July 2026, 5:00PM Eastern Standard Time (EST).

Türkiye Base Operations Support Acquisition (T-BOS)
Solicitation # FA564126R0005
The Türkiye Base Operating Support (T-BOS) acquisition, managed by the 764th Enterprise Sourcing Squadron, is a comprehensive procurement for day-to-day base operating support services across multiple locations in Türkiye, including Incirlik AB, Cigli AB, Ankara, and Istanbul. The scope encompasses critical functional areas such as civil engineering, communications support, force support, and logistics readiness. The government intends to award a single Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract based on a best-value tradeoff, where technical factors are significantly more important than cost. A pass/fail gate for past performance is required for eligibility. As of August 19, 2026, the acquisition is entering a strategic pause of approximately 90 to 120 days. This delay follows a decision to restore the full scope of the requirement, cancelling previous plans to descope 175 positions, following the conclusion of mediation with the Türk Harb-İş labor union regarding a new Collective Labor Agreement (CLA). Consequently, the government is revising the Performance Work Statement, cost baselines, and evaluation criteria to align with the newly signed CLA. Industry partners should note that the final RFP release is delayed while the Government reconvenes an Acquisition Strategy Panel to reassess the procurement pathway.

24/7 Cybersecurity Technical SupportThe contract mandates the provision of 24/7 technical support via phone and email for MSCT software versions v5.12.9 and earlier, ensuring uninterrupted functionality of the SCRAM-K command and control systems. This support is critical for maintaining cybersecurity and operational readiness, requiring real-time responsiveness to incidents and system issues that could impact national defense infrastructure. The scope is narrowly defined to legacy software versions, indicating the need for sustained maintenance of older but still mission-critical systems, with no provisions for upgrades or modernization under this agreement. The contract is classified as a subcontract under the NAICS code 541512 for computer systems design services, and it is associated with the Department of Defense through the agency identifier FA5641 764 Ess Pk. Performance is designated to occur at Ramstein AB, highlighting its connection to a key U.S. military installation in Europe. Though the solicitation number is absent and the posting date is listed as June 23, 2026, the engagement is already active, suggesting it may be a continuation or extension of existing support arrangements. No set-aside status or specific point of contact is provided, and the agreement appears focused solely on delivery of persistent technical assistance without additional deliverables or performance incentives.
