This notice replaces notice #24362520N0003, issued September 21, 2020. The Office of Personnel Management (OPM) intends to award on a sole source basis for reimbursement of its prorated share of the total cost of shared shuttle bus services provided by the lessor to all occupants of the Boyers PA facility. The authority for this action is Federal Acquisition Regulation (FAR) FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The intended recipient of this award is Iron Mountain Information Management LLC (facility lessor), of One Federal St., Boston, MA, 02110-2012. Award will consist of a five-year Blanket Purchasing Agreement (BPA) to Iron Mountain, and individual BPA Calls to be issued annually for funding and payment. Contractor will provide Shuttle Bus Service between the outside upper parking areas and work areas inside Iron Mountain Mine during the designated hours of operation. Shuttle service consists of one standard, i.e., school bus-type, with seating capacity of approximately 26-28 passengers and one ADA-compliant low-floor bus of approximately 12-14 passenger capacity, equipped with retractable ramp able to be used by persons riding in wheelchairs and/or using mobility-assistive devices such as canes or walkers. Hours of Operation: Both vehicles will operate weekdays Monday through Friday except Federal holidays during the hours of 5:30 - 9:00am and 2:30 - 6:10 pm. Iron Mountain LLC is the lessor of this facility, which is a former mine. The General Services Administration (lessee) leases part of this facility from the lessor on behalf of its federal customers. OPM is among the government entities in the GSA-leased space. As a former mine, there are special considerations with regard to safety and security which do not apply to a regular federal building. The lessor of the facility (Iron Mountain) has retained all rights to provide shared services to any/all lessors and controls the authorization of access to the facility. Shuttle bus services are considered a shared service which requires facility access, and as such may only be provided by the lessor, Iron Mountain. These services cannot be included in the GSA lease however, because of their nature as transportation, not facility operation and maintenance. This notice of intent is NOT a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective Offeror can fulfill the requirements, that competition would be advantageous to the Government and would not violate the occupancy lease or ownership rights of the lessor. A determination by the Government not to compete this procurement is solely within the discretion of the Government.
