The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office, Western Acquisition Division, intends to solicit and award a purchase order, on a sole source basis, under the authority of RFO 6.103- 1, with the University of Illinois, College of Veterinary Medicine, Zoological Pathology Program for the Office of Habitat Concentration, working with the Southeast Regional Office, for diagnostic testing and expertise in test interpretation of stranded cetacean cases submitted by the Louisiana Marine Mammal Stranding Network. The tasks include diagnostic testing for viral, bacterial, fungal, protozoal, and biotoxin, histological evaluations, routine processing, and laboratory services.

Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
