Notice of Intent to Sole-Source: The 341st Missile Wing intends to award a sole-source contract to Leonardo S.p.A to provide a 10 day initial qualification course for four MH-139 Maintenance Test Pilots. As the Original Equipment Manufacturer, Leonardo S.p.A possess unique, proprietary knowledge of the aircraft’s design, manufacturing, and engineering that is not available to other vendors. To ensure the highest level of safety and technical accuracy the OEM must be the one to conduct this training. A competitive award for another source would not be feasible as only one original equipment manufacturer for the MH-139 Helicopter Airframe exists.
THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS, and a solicitation will not be issued. All responsible sources may submit a quotation which shall be considered. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the award will be made without further notice. Oral communications are not acceptable in response to this notice.
