AI Contract Overview
The Department of Homeland Security’s Immigration and Customs Enforcement, through its Office of Acquisition Management, intends to award a sole source contract to Forensic Photonics LLC for the LIFT System—Latent Imaging Fluorescence Technology—under the Revolutionary FAR Overhaul provisions that restrict competition. This decision is based on the unique and proprietary nature of the LIFT System, a fully integrated fluorescence imaging solution designed to capture latent fingerprints with exceptional precision, speed, and repeatability, ensuring defensible digital chain of custody and significantly reducing forensic backlogs. The contract, valued above $20,000, requires a presolicitation notice issued to the Government Point of Entry and will be awarded without competitive bidding due to the system’s specialized capabilities and lack of equivalent alternatives. The sole source award is directed to Forensic Photonics LLC, located in Sausalito, California, with delivery to Orlando, Florida. The procurement is identified by the Product Service Code 6760 and NAICS code 334516, and involves the acquisition of a single unit. The point of contact for the solicitation is Chris Jackson of the Investigations and Operations Support Dallas office, reachable via email at Christopher.L.Jackson@ice.dhs.gov. The presolicitation notice was posted on June 10, 2026, with responses due by June 17, 2026. No set-asides apply to this procurement, and the contract is being processed under authority granted by the Revolutionary FAR Overhaul, which permits non-competitive acquisitions for uniquely specialized technologies that meet critical operational needs with no reasonable substitute.
