The Naval Medical Logistics Command plans to award a sole source contract to DecisionQ Corporation for the renewal of annual site licenses for the Faster Analytics Full Suite software in support of the Naval Medical Research Center’s Regenerative Medicine Department. This contract will cover a 12-month annual minimum site license that includes all software modules, unlimited users at specified sites, and comprehensive maintenance, support, and supplemental user assistance. DecisionQ’s Faster Analytics software is unique in its predictive capabilities, enabling healthcare researchers to forecast future outcomes based on complex data analysis, which distinguishes it from other analytic packages that focus primarily on retrospective data. The software has been instrumental in several innovative applications, including risk stratification for cervical cancer, gene function and promoter array analysis, disease prediction using genetic markers, evaluation of diagnostic test effectiveness, and understanding factors contributing to medication errors in healthcare settings. DecisionQ is the sole provider of this proprietary software and does not sell its technology outright but licenses components to facilitate implementation. The license is customized specifically for the NMRC’s research requirements, supporting automated and data-driven insights critical to regenerative medicine research. This planned procurement is classified under NAICS code 541511 and is executed under the authority of FAR Part 6.302-1 as a sole source acquisition without set-aside restrictions. While this notice is not a solicitation for competitive proposals, potential interested parties may submit technical and cost capability statements by the specified deadline for government consideration in determining whether to pursue competitive procurement. Submissions must be made via email in MS Word or PDF format, with no phone inquiries accepted.

The Naval Medical Logistics Command intends to award a sole source contract under the authority of FAR Part 6.302-1 to DecisionQ Corporation, the renewal of annual site licenses, in support of NMRC’s Regenerative Medicine Department. This is an Annual Minimum Site License for Specified Sites; Faster Analytics Full Suite License for (12) months. The software license includes all modules of Faster Analytics; all users in sites – unlimited users; Maintenance and Support Plus; and Supplemental user support. The software license for DecisionQ Faster Analytics Suite is a continuance of the existing annual service. DecisionQ Corporation is the only company that provides the annual minimum site license for the DecisionQ Faster Analytics Software Full Suite. The software has the unique ability to predict future outcomes when examining data set-as opposed to most analytic software packages which simply use data to describe the past. The Faster Analytics software has been used to: (1) develop new models for risk stratification in cervical cancer, enhancing the ability to identify at-risk women early; (2) combine its extensive knowledge of gene function, combined with advanced microarray techniques and develop novel techniques for promoter arrays; (3) better understand how specific genetic markers combine to predict certain diseases; (4) effectively assist the researchers to ascertain how well certain diagnostic tests are able to predict diseases when combined with additional demographic or medical factors; and (5) better understand which factors lead to medication errors in healthcare institutions. The DecisionQ Faster Analytics software thrives on data-rich projects. The current software package was customized to fit the needs of NMRC which developed unique insights and automated systems for research at the Regenerative Medicine Department. DecisonQ Corporation does not sell its proprietary technology, but does license components to facilitate the implementation of their predictive statistical products. The annual minimum site license was developed specifically for this unique software by DecisionQ. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 541511.
