(IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), of the referenced clause, and award will be made to the firm offering the best value to the Government. Paragraph (a) is hereby completed as follows: (a) Proposals submitted in response to this solicitation will be evaluated upon the non-price or non-cost factors, which are listed in descending order of importance with Factor A bearing most of the weight and Factor B and C being of equal weight, with each factor being approximately one-half the value of Factor A. Factor (A) Demonstrated Experience In The Following Areas: 1. Working specifically with the near-real time macroseismic data collection systems, like USGS "Did You Feel It?" (DYFI), and related software, development, algorithms, users, and operations. 2. Developing robust, real-time, web-based, seismic data acquisition systems, including hardware specifications, operational redundancy, distributing system load and web traffic, and trouble shooting systems 24x7. 3. Acquiring real-time, web-based, macroseismic data and with 24x7 on-call seismological operations. 4. Working with both the ANSS operators and macroseismic scientific and user communities; has a knowledge of the wide range of macroseismic uses, including response, seismological, and insurance users. Providing technical support for users both for research as well as in near-real time. 5. Working with ShakeMap-related software, seismological concepts and related scientific literature (including strong motions, directivity, ground motion prediction, site amplification, regression analyses, numerical and geospatial processing, and macroseismic intensity). 6. Has significant experience with ShakeMap or similar operations, and with producing deterministic shaking scenarios for domestic and foreign earthquakes. 7. Co-authoring peer-reviewed scientific publication related to the collection, processing, and interpretation of internet-based macroseismic intensity data as well as real-time shaking maps.. 8. The offeror shall briefly describe, summarize or provide an overview of projects for all the areas listed above that have been successfully completed within the last five years. Provide contact information on these projects. Statements by past clients may be used in the evaluation of the vendor's technical quote under any and all applicable evaluation criteria. Any information obtained by the Government from references outside the vendor's quote may be used in a similar manner. Factor (B) Qualifications of Technical Personnel: Offerors shall provide resume and/or qualifications of technical personnel, showing the qualifications needed to complete the requested work listed in the Statement of Work. Qualifications shall include, but not be limited to, seismic network operations and data acquisition and developing seismological algorithms for real-time operations, particularly details of programming experience on such systems. Factor (C) Past Performance: The offeror shall submit references from one (1) to two (2) customers who have purchased similar services within the last five years. Offerors shall provide a point of contact name, phone number, email and company address for those references. Statements by past clients may be used in the evaluation of the vendor's technical quote under any and all applicable evaluation criteria. Any information obtained by the Government from references outside the vendor's quote may be used in a similar manner. (b) Options. The government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options. In determining which proposal offers the greatest value or advantage to the Government, overall technical merit will be more important than evaluated price. Price will become the determining factor between proposals judged to be essentially equal in technical merit. PPIRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information acquired both inside and outside the government. Your proposal should be straightforward and free of extraneous information. Technical proposals will be evaluated without reference to proposed prices/costs. Therefore, no references to price or cost may be included in your technical proposal. If helpful, technical proposals should include information on staffing levels and/or estimated levels of effort, but such data should not include dollar rates or costs. Simply repeating or paraphrasing the specifications or statement of work does not constitute an acceptable technical proposal. Technical proposals must demonstrate how the offeror proposes to meet stated requirements or goals, and that the offeror has the necessary understanding, expertise, facilities, personnel, and experience to successfully accomplish the proposed work. The technical proposal should contain (1) identifying cover page; (2) table of contents; (3) listing(s) of tables, drawings, and/or exhibits, if any; and (4) a short introduction or summary describing the overall approach, if desired. The main body of the technical proposal must provide sufficient information and detail to permit the evaluators to score the proposal on each of the factors listed above in Evaluation - Commercial Items. (X) The offeror shall submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2008), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
