The Department of the Air Force, through AEDC/PZIH, intends to award a firm-fixed-price purchase order on a sole source basis to Vectors Inc. for one complete Trimble GNSS Base Station Package to support the Holloman High Speed Test Track. The package consists of a Trimble Alloy GNSS Receiver built with Maxwell 7 chipsets, minimum 672 channels, Trimble EVEREST Plus multipath mitigation, and 24 GB internal memory, paired with a Zephyr Geodetic 3 Antenna featuring Trimble Stealth resistive plane technology, 50 dB gain, and an operating temperature range of -55°C to +85°C. The order also includes two Trimble TDL450B Typhoon Radios capable of TrimTalk 450S operation within the 403 MHz to 473 MHz band with a minimum 35W transmit power, along with associated accessories: two hard transport cases, two 450–470 MHz antennas, two office power kits, two LMR-400 80-foot antenna cables, firmware upgrades enabling Beidou, Galileo, and RTX capabilities, a dual battery upgrade, and a rechargeable battery. All components must be new and delivered as a fully integrated system. Delivery is required no later than 120 days after receipt of order, and the equipment must be shipped to Holloman Air Force Base in New Mexico. The sole source justification is based on the necessity of Trimble brand equipment to ensure seamless interoperability with existing government infrastructure, as substituting another manufacturer would require costly replacement of compatible systems, extensive retraining, and software licensing changes. Vectors Inc. is identified as the only authorized Trimble Geospatial distributor in the New Mexico territory capable of fulfilling this requirement. Although the intent is to award to Vectors Inc., the government is soliciting capability statements from other responsible sources through June 30, 2026, at 10:30 AM Central Time, to confirm there are no other qualified providers. Responses must include company details, UEI/CAGE code, business size, proof of Trimble authorization for New Mexico, confirmation of full component availability, and assurance of on-time delivery, but no reimbursement will be provided for preparation costs. The government retains full discretion to proceed with sole source award regardless of submissions received.

Full Description

The Department of the Air Force, AEDC/PZIH, intends to award a firm-fixed-price purchase order on a sole source/brand-name basis to Vectors Inc. for one new Trimble Global Navigation Satellite System (GNSS) Base Station Package.

The required package includes one Trimble Alloy GNSS Receiver, one Zephyr Geodetic 3 Antenna, two Trimble TDL450B Typhoon Radios, associated firmware upgrades, cabling, hardware, and documentation. Delivery is required within 120 Days After Receipt of Order.

The Government intends to solicit and negotiate with only one source under FAR 13.106-1(b)(1), as only one source is reasonably available to satisfy the Government’s requirement.

Trimble brand-name equipment is required to ensure interoperability and compatibility with existing Government equipment and infrastructure. Use of a different manufacturer’s equipment would require replacement of existing compatible equipment, additional software/licensing changes, and retraining, resulting in substantial duplication of cost and unacceptable delay.

Based on the Government’s market research, Trimble is the original equipment manufacturer, and Vectors Inc. is the only known authorized Trimble Geospatial distributor for the New Mexico territory capable of providing the required equipment for this requirement. Therefore, Vectors Inc. is the only known source reasonably available to meet the Government’s requirement.

This notice of intent is not a request for competitive quotations or a solicitation. However, all responsible sources may submit a capability statement for the Government’s consideration. Capability statements must clearly demonstrate the ability to provide the required new Trimble GNSS Base Station Package and must include documentation showing the respondent is authorized to provide Trimble Geospatial equipment for the New Mexico territory.

Capability statements shall include, at a minimum:

1. Company name, UEI/CAGE code, and business size;

2. Documentation showing current authorization t provide Trimble Geospatial equipment for the New Mexico territory;

3. Confirmation that the company can provide all required new Trimble components, firmware, cabling, hardware, and documentation;

4. Confirmation that delivery can be completed within 120 days after receipt of order, and;

5. Any other information demonstrating the company’s capability to meet the requirement.

Responses shall be submitted by email to Ms. Virginia Jones at virginia.jones.6@us.af.mil, no later than at June 30, 2026 at 10:30AM Central Time. Responses received after the stated deadline may not be considered.

The Government will review all responses received by the deadline. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

No reimbursement will be made for any costs associated with providing information in response to this notice.

Request for Whitepaper - AEDC Facility Digital Twins and Predictive Analytics
Solicitation # FA910126RWP-DigitalTwins
The Department of the Air Force is seeking innovative solutions through a Request for Whitepapers to establish an Other Transaction Agreement under 10 U.S.C. 4022 for the Arnold Engineering Development Complex (AEDC). The primary objective is to modernize facility documentation by creating high-fidelity, as-built 3D digital twins and predictive analytics for critical test infrastructure. The program begins in Fiscal Year 2027 with an initial prototype phase focusing on the Von Karman Gas Dynamics Facility, covering approximately 260,000 square feet of footprint and 1,040,000 square feet of scan area, with plans to eventually scale to over 2.5 million square feet across the complex. Technical requirements specify engineering-grade models with a minimum Level of Detail (LOD) 350, though LOD 400 is highly desired for primary connection points. Deliverables must maintain a dimensional accuracy of +/- 1/4 inch, globally referenced to project survey control, and utilize Autodesk Revit for architectural/structural models and Autodesk Plant PDM for intelligent process models. All work must be performed within the continental United States, and performers must comply with strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-assessment. The agreement is not a standard procurement contract and is not subject to the Federal Acquisition Regulation. Instead, it utilizes a milestone-based, firm-fixed price structure for the base phase. Evaluation of submissions will be based on technical merit, innovation, program management, and risk. Eligible participants must certify as small businesses or nontraditional defense contractors. The submission deadline for whitepapers is October 8, 2026, and a site visit is scheduled for September 30, 2026.

RWP Independent Air Supply
Solicitation # FA9101269IAS
The Arnold Engineering Development Complex at Arnold Air Force Base, Tennessee, is seeking white papers for the Independent Air Supply project under the authority of 10 U.S.C. section 4022. The objective is to establish a secondary, dedicated, and conditioned air supply for an existing test cell. The scope of work includes the demolition of existing equipment and the design, procurement, fabrication, and installation of a system featuring at least four modular compressor units, dryers, heaters, expansion turbines, and a final mixing chamber. The system must integrate with base utilities and utilize a local control network featuring Emerson RX3i PLCs, Proficy Machine Edition programming, and a Simplicity HMI interface capable of supporting simultaneous unclassified and classified operations. The government may award up to two prototype agreements, with a preference for base milestone pricing around 250,000 dollars, though this is not a strict ceiling. All final engineering drawings and analyses must be stamped by a Professional Engineer licensed in Tennessee, and air purity must comply with ISO 8573-1 Class 1P. Evaluation of submissions will involve a go/no-go compliance check followed by a qualitative review of technical capability, schedule feasibility, and cost realism. The submission deadline for white papers has been extended to September 23, 2026. Interested parties must verify their CAGE code, Joint Certification Program, and CMMC status to access export-controlled Distribution D documents.
