The Defense Logistics Agency (DLA) Information Operations in New Cumberland, Pennsylvania, currently contracts Diverse Technologies Corporation (DTC) under contract SP3300-12-C-0022 to provide on-site Information Technology (IT) support services, including hardware, software, and technical assistance at the San Joaquin, California location. This contract is set to expire on August 31, 2015, and a recompete process for the IT support services is underway under Solicitation SP3300-14-R-0013, with an anticipated award date coinciding with the contract expiration. To avoid any service disruption during the transition period, the DLA Distribution Contracting Office plans to issue a sole source short-term award to DTC for one month past the contract end date, ensuring continuous service delivery. The rationale for awarding the extension solely to DTC is based on the significant cost and operational inefficiencies that would result from awarding the interim period to another contractor. DTC currently provides satisfactory service and possesses comprehensive familiarity with the DLA IT infrastructure, which is crucial for maintaining system functionality without interruption. A new solicitation and contractor mobilization for such a short duration would likely degrade service quality and result in unnecessary duplication of costs. Given the estimated six to nine month timeframe to complete the new procurement, this short-term action is deemed the most logical, efficient, and cost-effective approach for the government.

General Info

DTC awarded short-term IT support extension to ensure uninterrupted DLA service during recompete process.

DLA Information Operations New Cumberland, PA located at San Joaquin, California requires Information Technology (IT) Support Services for on-site hardware, software, and technical support. Contract SP3300-12-C-0022 is currently in place with Diverse Technologies Corporation (DTC) for the above services. The contract period of performance ends 31 August 2015. DLA Distribution located in New Cumberland, PA is currently in the process of re-competing the services under Solicitation# SP3300-14-R-0013 and anticipates an award date of 31 August 2015. DLA Distribution Contracting Office located at New Cumberland, PA intends to make an award on a sole source basis to DTC for a period of one (1) month in order to ensure no break in services is incurred. In accordance with FAR 13.106-1 (b), if another award was made for these services, the Government would incur substantial duplication of cost. The timeframe to re-solicit this requirement is between six (6) and nine (9) months. The short-term award will provide uninterrupted service. DTC is currently providing the service in a satisfactory manner and has experienced resources in place to perform the tasks required. DTC's personnel have become intimately familiar with the DLA Distribution Information Technology infrastructure and support required to sustain IT functionality. Issuing another solicitation for the one (1) month period could cause a disruption and degradation in the services. Issuing a new contract to another contractor would not be logical, efficient or cost effective for the Government.
