Commercial Lodging for the 433rd Airlift Wing
Solicitation # FA301626Q0138
Solicitation FA301626Q0138 is a request for a firm-fixed-price Blanket Purchase Agreement (BPA) to provide commercial lodging services for the 433rd Airlift Wing at Joint Base San Antonio (JBSA) Lackland. This acquisition is a total set-aside for small business concerns under NAICS code 721110, with a master limit of 1,269,000 dollars over a five-year period of performance. The contractor must provide safe, clean, and compliant accommodations for personnel in various duty statuses, including Unit Training Assemblies and Active Duty. Requirements include a maximum capacity of 50 double and 25 single occupancy rooms per UTA, daily maid service, and strict adherence to AFOSH 91-001, ADA compliance, and the FEMA National Master List for fire safety. The award will be granted to the Highest Technically Rated Offeror with a Fair and Reasonable Price (HTRO-FRP) through a three-step evaluation process. First, only the five lowest-priced quotes advance to technical evaluation. Second, offerors must pass four mandatory gates: FEMA listing, a 15-mile driving radius from JBSA-Lackland or Fort Sam Houston, JTR per diem rate compliance, and a successful physical site inspection. Third, eligible quotes are scored on proximity to the installation, room block guarantees, and amenities such as in-room kitchenettes and complimentary hot breakfast. Payment is handled via Government Purchase Card for calls under 25,000 dollars and through the Wide Area Workflow (WAWF) module for calls exceeding that amount, with consolidated monthly invoices due by the 10th of each month. Submissions must be divided into two distinct volumes: a price submission and a technical submission. Any pricing information included in the technical volume will result in the quote being deemed non-responsive.

The Department of Labor, through the Office of Assistant Secretary of Administration and Management, intends to award a sole-source firm-fixed-price purchase order to the Washington Marriott Georgetown for audio-visual equipment, conference room rental, and full technical support for the Employee Benefits Security Administration Managers’ Meeting scheduled from August 10 to August 13, 2026, at the hotel’s location in Washington, DC. This action is justified under FAR Subpart 6.3 as only one responsible source exists that can provide the required integrated services due to the venue’s exclusive control over its audio-visual infrastructure and event operations, as confirmed by comprehensive market research that evaluated 22 potential locations with only four meeting minimum criteria. The vendor, classified as a large business under NAICS code 721110 with a $40 million size standard, has been identified as the sole provider capable of delivering the full scope without reliance on external vendors, ensuring logistical efficiency, cost savings on travel and per diem, and proven incumbent performance. Responses to this non-competitive notice must be submitted as a capability statement by July 30, 2026, at 12:00 PM EDT to the designated Contract Specialist and Contracting Officer, but the government retains full discretion to proceed with the sole-source award regardless of submissions. The acquisition includes no competitive solicitation, no formal evaluation factors or weighted criteria, no line-item pricing disclosed, and no specified payment or invoicing mechanisms beyond the firm-fixed-price structure, with acceptance of services occurring onsite and governed by the vendor's proposed technical package rather than standardized quality metrics. All contractual actions are grounded in a formal determination of cost-effectiveness and necessity, with no socioeconomic set-asides, conflict of interest concerns, or applicable packaging or marking requirements identified.
