AI Contract Overview
The West Virginia Army National Guard intends to award a sole-source contract to West Virginia Radio Corporation, doing business as MetroNews Sports, for a statewide high school football broadcast sponsorship. The contract includes a one-year base period with two one-year option periods, requiring synchronized radio broadcasts across 47 stations, exclusive streaming and mobile app placements, and presenting sponsorship rights for the season-opening kickoff game. MetroNews Sports is the only entity capable of fulfilling this requirement due to its exclusive legal rights granted by the West Virginia Secondary School Activities Commission, which holds all media rights to high school championship events, and its unique statewide network covering all 55 counties. The government has determined that no other vendor possesses the necessary broadcasting authority or geographic reach to meet the requirement. This notice serves as a public announcement of intent and is not a solicitation for proposals, but any vendor may submit a capability statement by July 21, 2026, at 7:00 AM EST to keisha.l.george.civ@army.mil, demonstrating legal licensing to broadcast WVSSAC games and proof of ability to deliver a synchronized statewide broadcast footprint. The Contracting Officer retains full discretion to proceed with a sole-source award regardless of submissions received, and all responses will be evaluated only for the purpose of justifying non-competitive procurement or informing future competition decisions. The contract is classified under NAICS code 541810, with no set-aside provisions, and the performing office is located in Buckhannon, West Virginia, under the U.S. Army Contracting Activity.

The West Virginia Army National Guard (WVARNG) Purchasing and Contracting Office intends to solicit and award on a sole-source basis under the authority of RFO FAR 12.102(a) and FAR 13.101(b) to West Virginia Radio Corporation (dba MetroNews Sports).
Requirement:
The WVARNG Recruiting and Retention Battalion has a requirement for a comprehensive, statewide high school football broadcast sponsorship. The requirement consists of a one (1) year base period and two (2) one-year option periods. Deliverables include synchronized statewide radio broadcast integration across 47 stations, exclusive streaming and mobile app placements, and presenting sponsorship rights for the season-opening kickoff game.
Justification for Sole Source:
The West Virginia Secondary School Activities Commission (WVSSAC) is the governing body for high school athletics and holds the exclusive intellectual property and media rights for high school championship events. WVSSAC has granted exclusive broadcasting and media syndication rights to MetroNews Sports. As the sole proprietor of these exclusive legal rights and the only network with a 47-station synchronized footprint covering all 55 counties in West Virginia, MetroNews Sports is the only vendor capable of fulfilling the WVARNG's requirement for statewide broadcast integration and live in-game commercial placement.
Disclaimer:
This Notice of Intent is not a request for competitive proposals or a solicitation for offers. A solicitation will not be issued. However, any vendor that believes it can meet the requirements as outlined above may submit a capability statement or proposal, which shall be considered by the agency.
Capability statements must be submitted in writing via email to keisha.l.george.civ@army.mil no later than July 21, 2026 0700AM EST. The capability statement must provide clear, irrefutable evidence of the vendor's legal authority/licensing to broadcast WVSSAC championship games and their ability to execute simultaneous statewide media broadcasts matching the required footprint.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
