This is a “Notice of Intent to Sole Source” announcement only.  This is not a request for formal proposals or quotes.  Any responses to this announcement will be treated as information only.  No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.  This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.  No funds have been authorized or appropriated for this effort.


The Cybersecurity & Infrastructure Security Agency’s Chief of Contracting Office (CISA/COCO) intends to procure on a sole source basis a Wireless Broadband Alliance (WBA) Membership.  CISA requires annual membership service with WBA to support the Emergency Communications Division’s (ECD) mission.  This membership service will enable ECD collaboration with vendors, service providers, and ecosystem partners to advance interoperability between Wi-Fi and cellular networks in support of Multimedia Priority Services (MPS). The anticipated period of performance is from date of award to December 31, 2029.


The Government anticipates the award of a firm-fixed price purchase order.  A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. 


The North American Industry Classification System (NAICS) Code for this requirement is 813920, Professional Organization, Size standard is $23.5M.
